Research On Local Government Behavior In Environmental Governance Of Sanjiangyuan Region

Located in the hinterland of the Qinghai-Tibet Plateau in the northwest of China,the Sanjiangyuan Region occupies an area of about 50% of the total area of Qinghai Province,with an average altitude of more than 4 kilometers.It has an important ecological status.It contains plenty of animals and plant resources in which is the treasure house of China’s biological diversity gene resources,which has not only outstanding scientific research value but also extremely high potential values of development.However,due to excessive exploitation and utilization of resources over these years,the natural environment has been damaged to varying degrees,causing a great threat to the normal life of local residents and the harmony of this area.The future development of Sanjiangyuan area solely depends on the market economy,it depends on the natural ecology and environmental protection construction.Therefore,the main content of this paper is to scientifically deal with the relationship between regional economic development and ecological environmental protection,rationally understand the stage characteristics of the coordinated development of ecology and economy,then provide realistic data and constructive devices of policies and measures by local governments.The Sanjiangyuan region here locates the hinterland of the Qinghai-Tibet Plateau in Qinghai Province,the birthplace of the Yellow River,the Yangtze River and the Lancang River.It is also the largest plateau wet region with the highest concentration of biodiversity in the high-altitude areas of the world,which has outstanding ecological value and protection significance.Sanjiangyuan area is a typical poverty-stricken area in Qinghai Province,where the poverty phenomenon is extremely concentrated and serious,and it is also a major area with the biggest and most serious impact of ecological problems in China.Are mainly analyzed in this paper,we study the region ecological environment governance problem,aims to further clarify the three-river source area ecological environment present situation and the governance behavior for the status,mainly from the perspective of government behavior,further enrich the environment governance,government behavior theory,to analyze the causes of government behavior predicament and according to the source area ecological management dilemma corresponding countermeasure and the suggestion,further reasonable disposal of the contradiction between ecological protection and economic development,realize the source area of green,harmonious and sustainable development.
