Study On Classification And Disposal Management Of Dalian Municipal Solid Waste

In the context of the new era,China’s rapid economic development,the acceleration of the urbanization process,the improvement of residents’ living standards,the increase of consumption,the number and types of commodities are increasing,packaging tends to be cumbersome,resulting in the number of municipal solid waste is increasing every year.Therefore,garbage classification is urgent,garbage classification is not a trivial matter,it is not only a basic livelihood issue,but also the meaning of the construction of ecological civilization in our country.Dalian produces a huge amount of garbage every year.When the municipal household garbage is saturated,there will be a "garbage siege" phenomenon,which hinders the sustainable development of the city,affects the ecological balance,and reduces the happiness of residents in the city.In recent years,Dalian City has made some achievements in the study of garbage classification management from the aspects of laws and regulations,policies and technologies,but from the overall effect,it has not promoted garbage classification work comprehensively.Through interviews and comparative research methods,this paper has formed a paper structure of analyzing the current situation,putting forward problems and causes,and solving countermeasures.Through the research on the status quo of household waste classification and disposal management in Dalian,it is found that there are some problems in household waste classification and disposal,such as low accuracy of placing,serious phenomenon of mixed collection and mixed transportation,backward supporting facilities,backward classification and treatment technology of enterprises,and low level of household waste recycling.The main reasons for the restriction of garbage classification and disposal are as follows: from the perspective of government management,including legal supervision,organization and coordination,financial investment,government purchase service mode and other factors;From the aspect of enterprise capability,including waste resources industry and treatment technology innovation factors;From the aspect of public participation,it involves classification knowledge and incentive mechanism factors.In order to improve the management of household waste classification and disposal in Dalian City,based on the analysis of domestic and foreign experience of household waste classification and disposal,combined with the actual situation of Dalian City,the following suggestions are put forward: Adhere to the government-led,including strengthening the legal law enforcement supervision,improve the garbage classification and collection system,strengthen the infrastructure construction,emphasize the coordination and management between departments and establish a sound supervision and management system;Advocate the cooperation of multiple subjects,including encouraging the participation of social organizations and advocating the reduction of enterprises at the source;Encourage public participation,including strengthening education on classified investment and establishing incentive mechanisms.
