Due to the increase of urban population density, the expansion of urban space and the acceleration of urbanization, the structure of urban space in China has changed, and the carrying capacity of urban human settlements is facing severe challenges. In more and more cities, there are various urban living environment problems, such as the increase of residents’ living cost, insufficient supply of social resources and environmental pollution. The root cause is the lack of carrying capacity of urban human settlements. At the same time, due to the limitations of our understanding of the carrying capacity mechanism and research methods, the theory of urban carrying capacity is out of touch with reality.Based on this background,it is imperative to strengthen the carrying capacity of urban human settlements. In this study, the concept of urban carrying adaptability is introduced into the urban living environment system, and the research perspective goes deep into the urban environment.Taking 14 prefecture-level cities in Liaoning Province as the basic research units, mainly based on the statistical yearbook data of Liaoning Province, this paper analyzes the bearing state of each element in the urban subsystem by constructing the model of urban living environment bearing fitness, and finally discusses and analyzes the primary and secondary factors that restrict the development of urban living environment bearing fitness level in Liaoning Province by using the obstacle factor model, and puts forward corresponding promotion strategies. The main conclusions are as follows:(1)By analyzing the scale adaptation of single factor supply and demand of urban human settlements in Liaoning Province,we can see that the comprehensive level of urban human settlements carrying adaptability in Liaoning Province has been fluctuating and declining from 2012 to 2019,from high carrying adaptability in 2012 to low carrying adaptability in2019.Among them, living conditions, infrastructure and ecological environment showed a downward trend, while only sustainable development subsystem showed an upward trend.(2)By analyzing the restrictive factors of the adaptability of urban living environment carrying capacity in Liaoning Province,it can be seen that from the indicator level, three factors, namely, the domestic electricity consumption of urban and rural residents, the output of industrial solid waste, the natural population growth rate and the proportion of scientific and technological investment, are the main restrictive factors affecting the urban living environment carrying system in Liaoning Province. There is a significant correlation between the scale mismatch evaluation trends of the four subsystems of urban human settlements inLiaoning Province,in which sustainable development, ecological environment and infrastructure reached the lowest value in 2015 and living conditions reached the lowest value in 2017.By the end of 2019,the scale mismatch evaluation values of the four subsystems of urban human settlements in Liaoning Province were in the order of sustainable development >living conditions > ecological environment > infrastructure.Through the analysis of the obstacle degree of the adaptability of urban living environment in Liaoning Province,it can be seen from the indicator layer that the main obstacle factors are fixed assets investment, daily sewage treatment capacity, the proportion of science and technology investment, per capita GDP,the number of primary and secondary schools with 1,000 people, and the number of sports and entertainment with 1,000 people. From the criterion level, there are significant differences in the barrier degree of living conditions, infrastructure, ecological environment and sustainable development.Among them, resource allocation and sustainable development are much larger than living conditions and ecological environment.
