| With the promotion of the strategy of building a strong country in civil aviation,the civil aviation industry has developing rapidly.However,the development trend has brought new challenges for safety management.The work pressure of civil aviation staff has increased day by day under the heavy workload,the requirement of flight punctuality rate and the complicated working environment.The proportion of unsafe events caused by people’s unsafe behavior has increased.As the core of airline operational control,the flight dispatcher is the guarantee of flight safety.The unsafe behavior of flight dispatchers is directly related to flight safety.Therefore,this thesis takes the civil aviation flight dispatchers as the research object.Through the research,unsafe behavior risk factors are identified,the risk evaluation index system and evaluation model are constructed,and the corresponding risk control measures are put forward.The purpose of this study is to improve the safety management level of airlines.This thesis consists of seven parts.The first part is the introduction of this research about the purpose and significance,the relevant researches at internal and abroad and the research contents and methods.The second part defines the relevant concepts of flight dispatchers and unsafe behavior risk,extracts the theoretical basis,and summarizes the mechanism of unsafe behavior.The third part identifies the unsafe risk of flight dispatchers,sorts out interview data and the cases of unsafe events related to flight dispatchers in recent years,uses the grounded theory to identify the risks and constructs the unsafe behaviors risk factors model of civil aviation flight dispatchers.The fourth part constructs the unsafe behaviors risk evaluation index system of civil aviation flight dispatchers.The fifth part constructs the risk evaluation model based on Risk matrix and Bayesian network method,and evaluates the risk status of unsafe behaviors of flight dispatchers.The sixth part puts forward the risk control scheme through the results of risk assessment and field investigation.The seventh part summarizes the research conclusion,innovation and limitations of the research,and proposes the expansion of the follow-up research.The main innovations of this thesis are summed up: the unsafe behaviors risk evaluation index system is built by using the bottom-up pattern recognition-The grounded theory.Risk comprehensive assessment model is established by using Bayesian network,which is evaluated from the perspective of integrity and dynamic. |
