| Since the reform and opening-up more than 40 years ago,China has made remarkable achievements in the field of economic construction.However,the rapid development of the economy has brought tremendous pressure on the ecological environment.At the international level,China is the world’s largest carbon emitter and energy consumer,and the international community strongly demands that China should implement policies on energy conservation and emission reduction.At the domestic level,the 19 th National Congress of the Communist Party of China proposes that China’s economy has shifted from high-speed growth to high-quality development.The development has relied on high energy consumption and high emissions for a long period,and that extensive model which sacrifices the ecological environment is not sustainable.Since the environment is a typical kind of public goods,its realization is destined not to rely solely on the free market mechanism and the internal motivation of enterprises.The government must impose environmental regulation.The goal of this research is to explore the dynamic relationship between environmental policies and the transfer of polluting industries based on provincial differences in environmental regulations.The research comes from the division of academics on the impact of environmental regulation on the theoretical level,and the dilemma of local governments between short-term and long-term economic growth under China’s decentralization system.Based on the perspective of public administration,this research starts from the theoretical level,mainly adopts the literature method to synthesize the related theories of environmental regulation and industrial transfer,and to examine the laws and means of implementation of China’s environmental regulation framework.Then,using the provincial panel data from 2007 to2016,this research explores the change mechanism of the regional scale of polluting industries.It is found that the current environmental regulation policies have a significant inhibiting effect on the transfer of polluting industries,and the hypothesis of the pollution shelter has been negated.China should speed up the pace of institutional innovation,for adapting to the characteristics of industrial development in the new era,and exerting better regulating efficiency.Thus a strong guarantee for the reform of economy to sustainable and high-quality development and the construction of ecological civilization can be provided. |
