In reality, there are various types of enterprises in the supply chain, and the implementation of differentiated carbon emission reduction policies for them can more effectively promote the emission reduction of supply chain enterprises and promote the development of low-carbon economy.According to the emission reduction characteristics of different types of enterprises, the impacts of carbon tax and carbon trading policies on supply chain decision-making were discussed, and the relationship between carbon tax rate and carbon trading price was analyzed, taking the second-level supply chain consisting of suppliers implementing carbon trading policy and manufacturers implementing carbon tax policy as an example.Secondly, considering the impact of consumers’ low carbon preference,we discuss the optimal emission reduction and pricing decisions of suppliers and manufacturers, the changing relationship between consumers’ low carbon preference and emission reduction policies,as well as the impact of carbon tax rate and carbon trading price on carbon emission reduction and sales price of unit product. As for the profit loss of supply chain caused by bilateral effect in decentralized decision-making mode,a reasonable contract mechanism is designed to achieve the coordination of supply chain. Finally, the corresponding conclusions are further verified through case analysis, which provides a scientific decision-making basis for the government to formulate carbon emission reduction policies and supply chain enterprises to make better decisions and coordination. The main research contents of this paper are as follows:(1)a two-level supply chain is composed of the suppliers implementing carbon trading policy and the manufacturers implementing carbon tax policy, and a vendor-led Stackelberg game model is constructed to study the decision-making and coordination of supply chain under the heterogeneous carbon policy. The research shows that: the increase of carbon tax rate and carbon trading price will make the product selling price of supply chain increase first and then decrease;Under the direct influence of their own emission reduction policies, supply chain enterprises will enhance their carbon emission reduction efforts, while the indirect impact of other enterprises’ emission reduction policies will have different effects, and the suppliers and manufacturers will have interactive "free riding" behavior. The wholesale price of suppliers’ products is negatively correlated with the carbon tax rate and carbon trading price.(2)Considering the influence of low carbon consumer preferences,in view of the supply chain related decision making problems, build dominated by suppliers of Stackelberg game model,to explore the influence of consumer preference for low carbon supply chain decisions,as well as the relationship between the change of carbon emission reduction policy: the study found that: improvement of low carbon consumer preferences, can lead to supply chain enterprise products and unit price of carbon emissions increase, but the rising trend is different;Secondly, consumers’ preference for low carbon is negatively correlated with carbon tax rate and carbon trading price, and the implementation of loose heterogeneous emission reduction policies is conducive to the good operation of the supply chain.(3)Considering the influence of consumers’ low carbon preference,a Stackelberg game model is built to explore the influence of consumers’ low carbon preference on enterprise decision-making and its relationship with carbon emission reduction policies, aiming at the decision-making and intra-chain coordination of enterprises in the supply chain. When the low carbon preference is fixed, the influence of emission reduction policy changes on carbon emission reduction and unit product sales price is discussed, and the coordination mechanism is designed to carry out Pareto optimization for the supply chain and its members. Finally, the corresponding conclusions are further verified through case analysis,so as to provide a scientific basis for the government to make carbon emission reduction policies and supply chain enterprises to make better decisions and coordination.
