Research On The Performance Evaluation Of Rural Human Settlements Governance From The Perspective Of Farmers

Rural human settlements is the basis of farmers’ production and life.At present,China is vigorously strengthening the renovation of rural living environment.Hunan Province has also actively responded to the call and joined in the construction of rural human settlements environment governance.Although some achievements have been made,there are still some problems in rural human settlements environment governance.2020 is the critical period of rural human settlements remediation.As the main consumer of rural human settlements public goods,the main source of rural environmental pollution and the participant of rural environmental governance,it is crucial to understand the current situation of rural human settlements governance from the perspective of farmers to carry out the work of human settlements governance in the future.Based on the survey data of rural households in Hunan Province,this paper constructs an index system of performance evaluation of rural residential environment governance from the perspective of rural households,including six aspects of environmental health governance,infrastructure construction,living conditions,economic conditions,public services and construction management,respectively,from the objective evaluation of the current performance of rural residential environment governance in Hunan Province and the satisfaction of rural households In order to understand the effect of rural human settlements governance in Hunan Province.Based on the current situation,existing problems and the results of subjective and objective performance evaluation of rural human settlements,this paper puts forward suggestions to promote the effect of rural human settlements governance,and provides guidance and reference for the future rural human settlements governance.The main contents of this paper include:(1)The current situation of rural human settlements in Hunan Province.According to the documents and materials of rural human settlements governance in Hunan Province and 184 questionnaires of rural human settlements governance in Hunan Province,this paper makes a descriptive statistical analysis on the basic situation,the specific situation of rural human settlements governance and the cognitive situation of farmers on rural human settlements governance.(2)The problems in the management of rural human settlements in Hunan Province.According to the relevant research experience of scholars at home and abroad and the above statistical analysis of the questionnaire on rural human settlements governance in Hunan Province,the existing problems of rural human settlements governance in Hunan Province are attributed to the problems of the government and relevant departments,and farmers and village cadres.(3)Satisfaction evaluation and influencing factors analysis of rural residential environment governance from the perspective of farmers.According to the questionnaire of Hunan rural human settlements governance,this paper constructs the performance evaluation index system of rural human settlements governance based on six aspects of environmental health,infrastructure,living conditions,economic conditions,public services and construction management of rural human settlements governance,and evaluates the satisfaction of farmers from the subjective aspect And from the individual characteristics of farmers variables,family characteristics variables,social characteristics variables and other factors to analyze the influencing factors of farmers’ satisfaction.(4)The performance evaluation of rural human settlements governance from the perspective of farmers.Based on the survey data of Hunan Province and the index system of rural human settlements governance,the entropy method is used to measure the objective performance,and the results are analyzed.(5)Research conclusions and suggestions.The results of subjective satisfaction evaluation and objective performance evaluation are compared and analyzed,and a conclusion is drawn.Then according to the current situation of rural human settlements governance in Hunan Province and the problems summarized by analysis,and the results of subjective satisfaction evaluation and objective performance evaluation of rural human settlements governance in Hunan Province,the corresponding suggestions are put forward.First of all,we should strengthen education and publicity,cultivate environmental protection concepts,and improve farmers’ cognitive level;second,we should implement the hierarchical responsibility system to enhance the enthusiasm and ability of cadres;second,we should increase investment in environmental protection,broaden the channels of capital investment,and realize economic security for environmental governance;third,we should strengthen the overall planning and management system construction for environmental governance,and implement system security;finally,we should strictly implement it The governance work should be carried out step by step and orderly,and the policy effect should be implemented.
