China regards "clear water and green mountains" as an important policy,so it attaches great importance to water resources management.The difficulties encountered by the government in the process of governance are worth thinking about.Heilongjiang Province is located in the northeast of China,and its basin runs across China,Russia and Mongolia.As an important grain base in China,it has a special geographical location and a strong industrial foundation.However,in recent years,pollution incidents occurred frequently in the area of Heilongjiang River basin,and they faced with difficulties such as improper treatment,untimely response and unsatisfactory results,which not only damage the property and life safety of the people,but also hinder the establishment of the national image.Therefore,it is of great significance to study and deal with the water pollution problems in Heilongjiang to protect the water environment in Heilongjiang.Based on the reality,this paper mainly based on the collaborative governance theory,externality theory and public goods theory,the exploration of the local government regulations and management system,internal management department function,the government-led,plural in-depth analysis of Heilongjiang province S municipal water pollution present situation and causes of research S municipal water pollution control measures have been taken to,It includes carrying out comprehensive remediation work and encouraging the public to participate in water pollution control.Analysis of the existing problems are mainly government staff law enforcement difficulties,the government internal governance departments function disorder,enterprises and the public participation is not high,and the legal system is not perfect,the internal coordination mechanism is not perfect,the government lacks the guidance of external participants are the main reasons for the above problems.The author mainly draws lessons from the water pollution control experience of the Thames River,Guangzhou City and Hangzhou City,and obtains the following enlightenment: First,a water pollution governance work need for government support,accelerate the water pollution governance perfection of relevant laws and regulations,second,it is to deepen the management department internal coordination mechanism,third,local government guide the various main participation,finally,to put forward the following countermeasures S municipal water pollution control situation,the first from the legal aspects,improve the legal system specification,strengthening accountability;Second,from the aspect of government guidance,strengthen corporate responsibility awareness,strengthen public participation,and jointly build a governance system with the third sector;third,form a linkage mechanism from the aspect of the internal coordination mechanism of the government to build an internal information communication platform;fourth,play the role of collaborative communication and supervision to form a joint force of collaborative governance.
