Research On The Efficiency And Its Affecting Factors Of Ecological Transfer Payment In Prefectural-Level

Strengthening the construction of ecological civilization is an important foundation for promoting sustainable social and economic development.In 2020,the CPC Central Committee and the State Council has issued the " Guidelines for Building a Modern Environmental Governance System",which proposes to consider the financial aspects of local environmental governance in the reform of the transfer payment system.Needs to improve the target evaluation and assessment system of ecological civilization.Based on reviewing and sorting out the relevant theoretical literature of ecological transfer payment,and on analyzing the policy evolution and current situation of the ecological transfer payment system,the DEA model is used to calculate the efficiency of ecological transfer payment.The transfer payment in national key ecological function areas and the special transfer payments to energy conservation and environmental protection are used as input indicators.The industrial waste water discharged,the industrial sulfur dioxide emissions,and the artificial afforestation areas are used as output indicators.The sample is 136 prefecture-level cities from year 2016 to 2018.The study found that the technology efficiency of 136 cities was low but remained relatively stable.The pure technical efficiency increased year by year,while the scale efficiency decreased year by year.The low pure technical efficiency was the main reason for the low technical efficiency.The efficiency of the western and northeastern cities in the sample is higher than that of eastern and middle cities.Then the Tobit model is used to analyze the factors that affect efficiency.It is found that the fiscal self-financing rate has a significant negative impact on technical efficiency and pure technical efficiency.The development of the environmental industry can improve the pure technical efficiency.The per capital GDP and population density has a significant positive impact on pure technical efficiency.The proportion of the secondary industry in the eastern and central regions has significantly reduced the pure technical efficiency and technical efficiency of ecological transfer payment.In addition,through the impact on the efficiency of energy conservation and environmental protection expenditures,to indirectly study the impact of the structure of ecological transfer payment.It is found that the larger the proportion of the transfer payment in the key ecological function areas in the ecological transfer payment,the higher the efficiency of the ecological transfer payment.The reason is that the special transfer payment has a longer period of funding.According to the research results,it is proposed that the ecological transfer payment funds should be appropriately tilted to the west and northeast,strengthen the development of environmental industries,promote green technological innovation of industrial enterprises,increase the proportion of transfer payments in key ecological function areas,and improve the ecological transfer payment performance evaluation system.
