Under the trend of industrial agglomeration development,various regions in China have begun to vigorously promote the construction of numerous industrial parks.The safety management of industrial parks has also become the focus of the local government departments and park management departments.Carrying out comprehensive safety risk assessment of industrial parks is an important research direction to improve the safety management level and safety supervision efficiency in industrial parks.Currently,domestic researches on comprehensive safety risk assessment of industrial parks mainly focuses on chemical parks with higher degree of risk,while there are few studies on small and medium-sized industrial parks.With the continuous progress of construction of industrial parks,the number of small and medium-sized industrial park dominated by industrial and trade industries had gradually increased.Compared with the chemical industrial park,their risk degree was at a lower level,and the potential risks in such small and medium-sized industrial parks were often easy to be ignored.In this article,small and medium-sized industrial parks dominated by industrial and trade industries were as research objects,to research the comprehensive risk assessment method of industrial parks.By consulting the literature,under the premise of the overseas and domestic research status,this article discussed the category of industrial parks and the characteristics of commonly accident risks occurring in industrial parks.And this article selected the fault tree analysis method to analyze the main accident types existing industrial park,and found the main cause of the accident,and identified hazardous and harmful factors.According to the identification results of hazardous factors in industrial parks and the division of safety risk assessment units,a comprehensive and universal risk assessment index system was established from three aspects of public security risks in industrial parks,enterprise security risk in the park and safety management compensation factors.Based on the assessment index system,using the principle of analytic hierarchy process,combined with the auxiliary software YAAHP,the weighted value of each indicator factor could be determined.The use of YAAHP can ensure the consistency and rationality of weights between the index factors.By constructing a fuzzy and comprehensive evaluation model,based on the comprehensive safety risk level evaluation set of industrial parks,the method of scoring by experts is used to determine the membership of each index factor.The comprehensive safety risk assessment index system of the industrial park were used to carry out the evaluation fuzzy comprehensive safety risk assessment of the industrial park,and calculated the comprehensive safety risk level of the industrial park and determined the influence degree of each index factor on the comprehensive safety risk of the park.In applied research,with the Innovative Industrial Park in Weitang Town,Suzhou City as the evaluation object,the comprehensive safety risk assessment index system of the industrial park and the fuzzy comprehensive evaluation model were used to carry out the evaluation fuzzy comprehensive safety risk assessment of the industrial park and verified the feasibility and rationality of the model.The results showed that the comprehensive safety risk level of the Innovative Industrial Park was good and the evaluation results were consistent with the actual situation of the park.The evaluation process and results can effectively improve the risk control ability of the Innovative Industrial Park,and provide decision-making reference for the safety management of the Innovative Industrial Park. |
