Research On The Franchise System Of National Park

National park franchise system is a new type of management system in the pilot project of national park system construction in China.It is necessary to promote the construction and development of national park franchise system in China from the perspective of theory and practice.The franchise system is the origin of modern national park franchise system,which was formally established and developed in the United States and gradually prevailed in all countries in the world.China’s ecological civilization construction and the pilot project of national park system started the pace of China’s national park construction.The policy documents of the Chinese Communist Party Central Committee clearly pointed out that the operation and management of national parks should implement the franchise system,which laid a keynote for the legitimacy of national park franchise system in China.The theory of national ownership for natural resources,the theory of public-private partnership and the theory of the special permission right provide theoretical support for the rationality of the franchise system in the management of national parks in China.This study summarizes and analyzes the current situation of national park franchise in China by sorting out the administration of franchise procedures and practices of the franchise enacted in the pilot project of national park system in various regions of China.On the basis of fully understanding the current situation,this study will examine the dilemma.At present,the main problems in the National Park franchise system are the lack of standardized construction of the National Park franchise system,the deviation of the value orientation of the National Park franchise system,the anomie of the way and the way of obtaining and exercising the franchise rights of the National Park,and the improper establishment and allocation of the authority of the National Park franchise management organization,The multi-agent relief guarantee of National Park franchise is not perfect.Therefore,this study analyzes the legal construction,management subject,regulation of national ownership for natural resources,franchise procedure and entity content of the foreign national park franchise system,hoping to give enlightenment to the solution of the problems of the national park franchise system in China.To improve the national park franchise system in China,We should build a legal system to meet the needs of the national park franchise system,reshape the public welfare value orientation of the national park franchise system,standardize the way of obtaining and exercising the national park franchise,determine the setting of the national park franchise management organization and the allocation of powers,and improve the multi-body collaborative participation mechanism of the national park.To ensure that the national park franchise system can provide necessary and appropriate services for the tourists who come to recreation,and ultimately realize the natural ecological environment protection and sustainable development of scientific utilization of non-core and non-expendable resources of national park,and improve the quality of life of the whole people.
