Studies On The Present Situation And Development Countermeasures Of Emission Right Trading In Inner Mongolia Autonomous Region Of China

Emission right trading is an environmental economic policy,as an economic means to solve the environmental problems,and its core is on the premise of pollutant total amount control,using the market mechanism and the particularity of environmental resources,through trade encourages enterprises through technology improvement,to achieve the pollutant emissions reduction,a reduction in the cost of pollution control and efficient allocation of environmental resources.China started the process of emission right trading in the 1980 s,which experienced two stages: the initial trial stage(1987-2006)and the promotion and deepening stage(2007-present).Inner Mongolia Autonomous Region started the emission right trading in the second stage in 2011.After years of efforts,we have completed the establishment of the emission right trading policy system,and the construction of the institution and the platform,and the collection charge for emission right use,and generated a certain number of transactions and the transaction money.In this paper,the present situation of emission right trading in Inner Mongolia Autonomous Region is taken as the paper research object,and the methods of literature analysis,social investigation and comparative research are adopted.Firstly,the concept of emission right trading and other related concepts are identified,then the theory,practice and development of emission right trading are expounded and made a systematic summary.Secondly,on the basis of the above summary,it analyzes and evaluates the present situation of emission right trading in Inner Mongolia,and makes a deep analysis and summary from key areas such as policy and technical documents,verification and distribution,trading methods,trading range,price formulation,and monitoring and supervision system,and sorts out the main problems affecting the promotion of emission right trading in the region.Finally,it analyzes the causes of the existing problems and puts forward the corresponding development countermeasures.In the future,the leading direction of the emission right trading in Inner Mongolia Autonomous Region should be combined with the management of the emission permit system,so as to realize the role of the emission right trading as an environmental and economic policy by giving play to the role of the market mechanism.
