The western region,with its vast territory and rich natural resources,is an important ecological barrier and a region with great potential for development,which is of great importance to China’s social construction and economic development.In recent years,with the rapid economic growth in the western region,ecological imbalance,environmental deterioration and other problems emerge one after another.Environmental regulation has inevitably become an inevitable choice for governments at all levels to deal with environmental deterioration.In this context,it is of great significance to scientifically and reasonably evaluate the government’s environmental regulation performance,find out the differences in environmental regulation efficiency among different regions,and explore effective environmental regulation tools for alleviating the contradiction between economic growth and environmental pollution in China,and realizing high-quality economic development.In order to highlight the important role of economic output and technological innovation in environmental governance,a two-stage DEA consensus cross-efficiency model is constructed to measure the efficiency of environmental regulation in western China.In the first stage,the economic efficiency and technical efficiency of environmental regulation are measured,and in the second stage,the efficiency of environmental regulation is calculated.In addition,global Moran’s Ⅰ index and local Moran’s Ⅰ index were used to analyze the spatial correlation characteristics of environmental regulation efficiency in western China.Finally,based on the provincial panel data from 2004 to 2017 in the western region,this paper explores the effects of control command,market incentive and public resource-based environmental regulation tools on the efficiency of environmental regulation in the western region.Through the research,the main conclusions are as follows:First,on the whole,in the first stage,the average economic efficiency of environmental regulation in western China is higher than the average technical efficiency of environmental regulation,and the economic efficiency of environmental regulation in western China is better than the technical efficiency,indicating that environmental governance in western China mainly relies on economic growth to expand investment in pollution control and bring into play the scale effect to achieve environmental governance.Second,the agglomeration of provinces and cities with high(low) environmental regulation efficiency and provinces with low(high) environmental regulation efficiency in western China shows a negative spatial autocorrelation,and the spatial correlation of environmental regulation efficiency shows a phased evolution feature.Thirdly,the command-and-control type has an inverted "U" shape on the efficiency of environmental regulation,the market incentive type has an inverted "U" shape on the efficiency of environmental regulation,and the public voluntary type has an inverted "U" shape on the efficiency of environmental regulation.The impact of urbanization level,science and technology level,industrial structure level and foreign direct investment on efficiency of environmental regulation is negative,while the impact of economic development level on environmental regulation efficiency is positive.
