Nowadays,various kinds of emergencies related to food and drug safety,such as "fake vaccines in Shandong" and "expired burgers",still occur in China from time to time.These incidents are spreading and fermenting in various networks and media,causing great disturbance to people’s lives and testing the public opinion monitoring ability of food and drug supervision and management departments.At present,most of the domestic food and drug safety public opinion monitoring is aimed at online media,and there is a lack of technical means to obtain food and drug public opinion in broadcast and television media,so it has become an urgent need for food and drug supervision departments to grasp the dissemination dynamics of food and drug safety public opinion information in broadcast and television media in a timely and effective manner.This paper proposes to design a food and drug safety public opinion monitoring system based on broadcast and television media,and firstly,complete the requirement analysis of the system by using UML modeling method around the business process and user requirements of food and drug safety public opinion monitoring;then complete the overall structure design of the system based on B/S architecture,and carry out the detailed design of the business process,functional modules and database of the system,in which the research designs a technical method for fast retrieval and discovery of food and drug public opinion based on Audio-Video contents of radio and television,which achieves the identification and retrieval of audio and video contents of food and drug public opinion information from specific programs such as news,rule by law and special topics broadcasted by broadcast and television media by applying relevant technologies of audio and video processing and speech recognition;then the Java programming language is selected and the SSH framework based on MVC model is adopted to complete the overall development of the system.Finally,the system was tested by accessing the actual broadcast TV signals,and the test results showed that the system finally realized the business functions of data collection,automatic program identification,quick retrieval of public opinion,public opinion analysis and comprehensive display,etc.The system functions are practical and can basically meet the actual needs of public opinion monitoring work,providing an effective technical means for the food and drug regulatory departments to carry out public opinion monitoring work on broadcast and television media.The results and innovations of this paper are as follows:(1)an automatic monitoring system of food and drug safety public opinion based on radio and television Audio-Video is designed and implemented,which complements the research results of domestic food and drug public opinion monitoring based on radio and television Audio-Video content;(2)a technical method of fast retrieval and discovery of food and drug public opinion based on radio and television Audio-Video content is researched and implemented,and the system is highly real-time,which can effectively improve the efficiency of public opinion monitoring and supervision.
