| Since the reform and opening,China’s urbanization rate has changed from17.92% in 1978 to 60.6% in 2020.In the process of urban construction,there has been a problem of “emphasizing above ground and neglecting underground”,and the construction of underground pipeline network also has “emphasizing construction and neglecting management”.The problem is that urban sewage treatment plants have been operating at a low level for a long time,and the rate of centralized sewage collection has been low.Since 2019,three years of sewage physique efficiency enhancement actions have been carried out across the country,but the effectiveness of the remediation project cannot be conducted or systematically evaluated and analyzed.Based on the current management situation of sewage collection system remediation projects,this paper selects appropriate evaluation methods,collects52 indicators through literature and government department management and control experience,and then uses questionnaires,importance averages,and principal component analysis methods to screen and establish design management evaluations Index system.Taking the two projects implemented by the S city government as an example,the AHP level analysis is used to confirm the index weights,the fuzzy comprehensive evaluation method is used to evaluate the two projects,and the evaluation results of 48 indicators are compared and analyzed one by one.Through the research of this article,we can see: 1.The two projects have a total of 4 first-level indicator values.Three of the QSH projects have higher scores than QYP projects.However,in project decision-making,QYP projects have a significantly higher score than QSH projects,reflecting The impact of project decision-making on the later implementation of the project is very important,which is the main reason for the higher final score of the QYP project;2.Although the QYP project does a better job in project decision-making than the QSH project,the overall evaluation is better,but in the end two The overall evaluation scores of the project are also very close,with a score difference of only 0.3.This is also after the project decision-making.Although the QSH project has done better in the pre-project preparation and construction management,the weight of the project decision-making is high,and the final evaluation of the QYP project is higher.,Which shows that project decision-making is particularly important;3.Judging from the evaluation analysis and comparison of the summary table scores,the evaluation of the two projects is good.Combined with the analysis of the secondary indicators in the previous section,there is room for improvement in the construction management of the two projects.It can be said that it is a common problem in the current project management of government-invested projects.The agent construction unit should pay attention to and focus on improvements to avoid recurring problems.Through the combination of theory and practice,the relevant research content and results have certain theoretical guidance and practical value for the management of sewage treatment projects. |
