| With the rise of domestic economy,the scale of railway construction continues to expand,and risks and challenges appear.At present,with the increase of railway construction projects,the macro environment is becoming more and more complex,the safety risks encountered in construction are increasing,and the emergence has led to huge casualties and economic losses.When an emergency occurs,whether the emergency management system can quickly and effectively carry out emergency response measures and timely and effective management should be considered.Therefore,comprehensively improving the emergency response ability in the face of emergency,especially in railway construction,so as to reduce the corresponding property losses and casualties,and ensure social harmony and stability has a farreaching impact.Emergency ability strong and the weak to play an important role to reduce the loss caused by emergencies,this article mainly from the emergency prevention,emergency preparedness and emergency response ability,emergency recovery four parts,to the railway construction of emergency ability influence factors are analyzed,With the gray clustering analysis method and finally determine the 14 indexes.The ISM structure interpretation model is used to unify and stratify the evaluation indexes,and the corresponding index system structure is also constructed,especially in dealing with the emergency of railway construction.Taking it as the basis,an evaluation model based on the extension cloud model is established by combining the analytic hierarchy process(AHP)and the entropy-CRITIC method to solve the index weight.Taking the 2 section of the Nan-Yu railway as an example,the emergency capacity of the 2 section of the Nan-Yu railway is evaluated.The result of the study is that the emergency capacity of the 2 section of the Nan-Yu railway is the second level "better",and some suggestions are put forward in view of its existing problems.The research results prove the practicability of the model,and have a certain reference significance for the emergency capacity of railway construction-related industries in the future.This paper provides a theoretical basis for the emergency capacity of the10 th section of the newly-built Yu-Huai Railway and provides a useful reference for railway construction enterprises.This paper explores the emergency response capacity of railway construction,which will also be conducive to the development of railway construction to a safer direction. |
