Research On Government Function Optimization In "Ecological Restoration And Urban Repair"

"Ecological restoration,urban repair" is a new measure and a new model proposed by the CPC Central Committee and the State Council to promote urban transformation and development under the background of the continuous promotion of new-type urbanization construction,based on the concept of "people-oriented" and "community of life of mountains,rivers,forests,farmland,lakes and grass".To build one’s own city spirit,to establish an image for the outside world and to gather people’s hearts for the inside are the cultural achievements that the "Ecological restoration and urban repair" hopes to bring.It is an unavoidable historical mission for every city to recast its cultural identity and enhance its cultural confidence and self-esteem.This paper takes Jingdezhen’s "ecological restoration and urban repair" as the research object,mainly because Jingdezhen’s "ecological restoration and urban repair" attaches great importance to combining its own unique historical and cultural advantages of ceramic resources.In terms of urban repair,Jingdezhen actively excavates and protects historical and cultural resources,and carries out protective development and utilization of old blocks,old kiln sites and old factories to restore the urban style of the old city.In the aspect of ecological restoration,it focuses on inheriting and activating the historical context,and lays out the regional cultural elements of Jingdezhen in the important landscape nodes to realize the spatial materialization of ceramic culture.Through landscape ecological restoration,Jingdezhen,a "pearl" buried in dust,has been gradually polished.Jingdezhen "ecological restoration and urban repair" work is a certain representative of the city to its own historical and cultural resources protection and utilization.In this study,the author mainly adopts theoretical analysis and empirical research methods to systematically analyze the significance of government function optimization to the work of "ecological restoration and urban repair".From the practice results show that also in "ecological restoration and urban repair" pilot work,by taking the administrative plan as a whole,scientific planning,project promotion,establish mechanism,play to the functions of the government and gradually changed the original extensive inefficient way of development,the preliminary solved combining landscape ecosystem is damaged,architecture style and disorderly,urban construction,infrastructure debt,historical city urban development issues such as energy shortage,the historical and cultural resources are better protection and inheritance.However,in the optimization of government functions,there are also some problems,such as opaque decision-making,inadequate guidance,unsmooth coordination mechanism and unstimulated economic vitality.The main reason is that the rule of law system,the boundary of government function and the mechanism of public participation are not perfect.By comparing the experience of other cities in exerting the effect of government functions to promote urban transformation and development,this paper puts forward four ways to optimize government functions in the "ecological restoration and urban repair" : strengthening the construction of legal system,optimizing the functional optimization mechanism,constructing the multi-coordination and co-governance mechanism,and perfecting the marketization optimization mechanism.It is expected to provide reference for the future urban transformation and development,and further enrich the theory of "ecological restoration and urban repair" and urban renewal.
