Influencing Factors And Effect Analysis Of Intergovernmental Cooperation On Joint Prevention And Control Of Atmospheric Pollution

With the rapid development of China’s economy and society,people pay more and more attention to environmental air quality.The severe air pollution situation has seriously restricted the development of the society and the improvement of people’s quality of life.In order to better solve the problem of environmental air quality,cross-regional joint prevention and control between local governments has become the only way to solve the problem.Tianjin,as an important member of the Beijing-Tianjin-Hebei region,has changed from merely dealing with air pollution locally,to cooperating with Beijing and Hebei province to deal with increasingly serious air pollution problems.This mode of cooperation between local governments is conducive to overall and overall control of air pollution control,so as to improve the regional environmental air quality.In the intergovernmental cooperation in the joint prevention and control of air pollution prevention and control,how to coordinate and cooperate between governments in various places is essential.The local governments are responsible for the governance and prevention of air pollution in the region,should carry forward the concept and consciousness of regional integrity and put the local pollution control in the work of pollution control in the whole Beijing-Tianjin-Hebei region,so as to improve the effectiveness of pollution control.Therefore,this article selects the perspective of intergovernmental collaboration research for analysis and exploration.This paper comprehensively uses the literature analysis method,comparative analysis method and questionnaire analysis method to study the factors that affect the intergovernmental cooperation in the prevention and control of air pollution.In the area of collaborative governance theory,governance theory and under the guidance of holistic governance theory,the integrated use of literature analysis,comparative analysis and case analysis,the typical regional government at home and abroad researches in the case of collaboration,thought that the government of Tianjin and the surrounding area of air pollution from spreading work zone provide useful ideas and reference,to speed up the cooperation governance system build up feasible prevention and control of atmospheric pollution.This article believes that in the process of joint prevention and control of air pollution control between the governments of Beijing,Tianjin and Hebei and surrounding areas,laws and regulations,the construction of a shared platform,organizational mechanisms,joint law enforcement and supervision mechanisms play a major role,but the impact of technology and funding investment is relatively small.Based on the analysis results,it is proposed to accelerate the intergovernmental collaborative legislative process and popularization work,continue to improve the regional coordination at all levels of the organizational mechanism,and build a complete data information sharing platform.At the same time,it is also proposed to strengthen the city government ’s air pollution control law enforcement capabilities and improve the supervision mechanism of the inter-government collaborative governance process.Therefore,it can enhance the level of air pollution control in the region and improve the efficiency of intergovernmental cooperation in joint prevention and control of air pollution.
