Research On The Problems And Countermeasures In The Implementation Of Ecological Environment Supervision Policy Of Wutongqiao Industrial Park In Leshan City

In China,industrial park has become an important carrier of economic development,which brings significant economic benefits,but also produces a series of ecological and environmental problems.In order to promote the eco-environmental supervision and green development of industrial parks,Chinese governments at all levels have issued a number of policies and regulations,and the implementation of local governments directly affects the effectiveness of policies.Therefore,it is of great theoretical and practical significance to study the implementation of eco-environmental regulatory policies in industrial parks.In recent years,with a long industrial history,rich natural resources,superior geographical location and other inherent advantages,Wutongqiao Industrial Park has developed rapidly.However,the amount of wastewater,waste gas,solid waste and other pollutants is increasing.Environmental pollution has affected the sustainable development of the industrial park and region.Based on the current problems of the ecological environment of Wutongqiao,this paper takes the public management theory as the basis,takes the implementation of environmental supervision policy of Wutongqiao Industrial Park in Leshan City as the research object,and makes clear the significance and purpose of the ecological environment supervision policy by referring to the relevant theories,laws and regulations,policy systems,and current situation of the implementation of ecological environment supervision at home and abroad,Learn from Singapore Jurong Island chemical industry park,Shanghai Chemical Industry Park,Nanjing Chemical Industry Park and other industrial parks at home and abroad to explore the advanced experience of environmental supervision,and summarize the key content and implementation mode of ecological environment supervision policy of industrial parks.Then,using the policy implementation theory,environmental regulation theory and principal-agent theory as the analysis tools,through literature survey,field survey and data analysis,this paper makes an in-depth study of the current situation of the implementation of eco-environmental supervision policies in Wutongqiao Industrial Park from three aspects of the main body composition,working mechanism and main characteristics,The main reasons are analyzed as follows: difficulties in policy implementation,weak basic guarantee of policy implementation and weak team of policy implementation.Finally,combined with the theoretical basis and local reality,from three aspects of optimizing the policy implementation mechanism,strengthening the basic work of policy implementation,and strengthening the construction of policy implementation team,this paper puts forward countermeasures and suggestions to optimize the implementation of ecological environment supervision policy in Wutongqiao Industrial Park,so as to provide reference for improving the quality of local government environmental supervision.At present,the domestic research on the eco-environmental supervision of industrial parks mainly focuses on policy-making,supervision methods,evaluation mechanism and so on,mostly at the macro level.The innovation of this paper is mainly reflected in the focus of the research object on the implementation of local government’s environmental regulatory policies,which makes the research content closer to reality and the research results more referential.It can not only provide theoretical support for the transformation and upgrading of Wutongqiao Industrial Park,but also provide referential measures for the implementation of other local government’s environmental regulatory policies.
