Study On Evaluation Of River Health Level

River comprehensive regulation engineer,involving many professions,broad coverage,is a comprehensive system of engineering and one of the key tasks of environmental protection in China.The river health level system is of great significance in evaluating the health level before and after the river treatment,determining the river health treatment key points and finding the lack in the river management.Zhuxi River,a mountainous river whose thread of channel is about28 km,is located in the west of Shangrao city.Treatment work has been strengthened these years,the local goverment decided to promote comprehensive treatment of Zhuxi River in 2018.This research took PPP Project of Comprehensive Treatment in Zhuxi River as example,based on establish a suitable evalution system of Zhuxi River to guide comprehensive river regulation effectively,measures lack of pertinence and unable to evaluate the effect of governance and other issues were solved.And it is applied in the similar project in Shangrao to verify the universality and scientificity.This research built river health level system which composed of 1 target layer and 4 criterion layers and 20 index levels,based on river health assessment theory and specific situation in Zhuxi River,the evaluation index was screened and the weight of the evaluation index was determined by the analytic hierarchy process.The health level of river course was evaluated from four aspects: wading structures,water quality,supporting construction and operation and maintenance management.By using the established evaluation system and scoring standards,experts in the industry were invited to evaluate the health level of the river course,and the health level of the river course is determined by combining the expert scoring and experimental data.Zhuxi River health level evaluation score before treatment was 34.6 and the grade was medium,the health level evaluation score after treatment was 53.67 and the grade was good.The main reason for the improvement of the score is the construction of civil engineering,while the water body restoration project fails to show any change in a short period of time.Therefore,it is necessary to increase investment and focus on the follow-up projects.The complete research on the evaluation system of the effect of river health level can be used in the construction and operation of Zhuxi River project.It has significance for guiding all stages of the project and is convenient to take targeted engineering measures.It helps the project company to improve the management efficiency,reduce the risks in the process of performance and helps completing the tasks in PPP contract smoothly.Also it has certain guiding significance to evaluate similar projects.
