Construction Of Emergency Response And Guarantee System For Highway In Shaanxi Province

In recent years,the transportation industry in Shaanxi Province has developed rapidly.With the increase of highway mileage year by year,road emergencies have also been on the rise,the road emergency prevention and emergency response and guarantee work are facing unprecedented challenges.At present,the construction of the emergency response and guarantee system for highway in Shaanxi Province is mainly focusing on the connection of provincial and municipal emergency program systems.However,the comprehensive city-level highway emergency response program system has not been established,and the construction of the county-level program system is generally backward.The overall structure of the emergency program system for emergency incidents on the highways in Shaanxi Province is relatively weak.In addition,the mobility and coordination of emergency treatment between the departments at all levels are relatively weak.The highway emergency response and guarantee system with the complete highway emergency program system,the emergency warning system,and the emergency command system as the core is urgent to be established.Therefore,this paper will conduct research from the following aspects: the construction of emergency program system for highways in Shaanxi Province,the operation mechanism of highway emergency management in Shaanxi Province,the early warning and emergency response standards for highway emergencies in Shaanxi Province,the planning and construction of emergency center for maintenance of highways in Shaanxi Province.The main contents of the paper are as following:(1)The current situation of the highway emergency program system in Shaanxi province-city-county is systematically investigated and analyzed,the main problems existing in the system are clarified,the suggestions for improvement of the system in Shaanxi Province are proposed,and the content and system structure of the highway emergency program system in Shaanxi Province are determined.(2)Based on the investigation of the existing emergency management operation mechanism,the expected target of the highway emergency management operation mechanism is clarified,the linkage mechanism between the highway emergency response departments and other industries,the coordination mechanism between the highway emergency response departments at all levels are proposed systematically.(3)Considering the classification and grade of road emergencies,the practical early warning measures for highway emergencies in Shaanxi Province are proposed,and the standards for special measures for emergency handling of highway emergencies in Shaanxi Province are clarified to maximize public safety and social stability.(4)Based on the investigation and analysis of highway emergency situation in Shaanxi province,the construction requirements and standards of the highway maintenance emergency center are determined,the planning layout and material allocation scheme of the center are clarified,and the emergency rescue level of highway management is improved.
