Pathways And Effects Of Public Participation In Environmental Protection Of Construction Projects In Jiangsu Province

As environmental protection has increasingly become a hot topic of public concern,the awakening of public environmental awareness has put forward higher demands for the government to participate in environmental protection.Although it has clearly demanded that"public participation,expert demonstration,risk assessment,legitimacy review and collective discussion decision-making should be the necessary procedures for major decision-making",it is still difficult to fully implement in practice.As an economically developed province in the southeastern coastal area,the economic volume and scale of the cities in Jiangsu,the rapid development of the economy and the heavy industrial structure make the environmental problems complicated.The public’s demands for improving environmental quality and participating in environmental protection are constantly improving.In recent years,a series of measures have been adopted in order to smooth the public participation channels,so as to improve the efficiency of public participation in environmental protection of construction projects,and guide the public to participate in environmental decision-making and supervision in accordance with the law in Jiangsu.However,it is unavoidable that there are many problems in the process of public participation in environmental protection of many construction projects in Jiangsu Province,such as low quality,unimpeded access,imperfect system,etc.By using the methods of literature analysis,environmental questionnaire survey and actual interview survey,this paper focuses on the ways and effects of public participation in environmental protection of construction projects in Jiangsu Province.The main results are as follows:First of all,through literature analysis and combing the basic situation and research progress of public participation in environmental protection at home and abroad,it is understood that the current situation of environmental protection in China puts forward higher requirements for managers,the government is also constantly introducing new rules and regulations to standardize public participation in environmental protection of construction projects,and the whole process listens to the reasonable opinions and suggestions of the public.Through the theoretical analysis of public participation in construction projects,this paper defines the category of "public",analyzes the relationship between the government,the public and construction units and environmental protection participation behavior,and lists the theoretical basis of public participation in environmental protection of construction projects.Then,through questionnaire survey,interview survey and other research methods to carry out relevant surveys,analyze and discuss the current situation,weak points and public needs of public participation of construction projects in environmental protection in Jiangsu Province,the survey found,although nearly 85%of the public have not participated in the environmental impact assessment of the construction project,and 49%of the public think that the public opinion has no impact on the establishment of the construction project,52%of the public are willing to participate in the environmental protection professional education,and more than 83%of the public express a strong demand for the improvement of environmental protection related mechanisms.Finally,the paper focuses on carrying out relevant investigation and analysis through questionnaire survey,interview survey and other research methods,sorting out the status quo and needs,ways and effects of public participation in environmental protection of construction projects in Jiangsu Province after classifying and summarizing the results of the investigation,and puts forward targeted suggestions and measures to ensure the effectiveness of public participation in Jiangsu Province,and puts forward several ways to expand public participation in environmental protection of construction projects and improve the effect of participation,such as legislative guarantee,strengthening administrative management,enriching public participation channels by using new media,and doing well in publicity and education of public participation.
