Study On The "Double Evaluation" Of The Two Capital Regions From The Perspective Of Ecological Civilization

With the continuous development of my country’s economy,ecological and environmental problems such as scarcity of resources,environmental pollution,and conflicts between man and land have emerged.Since the Eighteenth National Congress of the Communist Party of China,the construction of ecological civilization has been included in the overall layout of the "five in one" of socialism with Chinese characteristics.Optimizing the development and protection pattern of land and space has become the primary task of the construction of ecological civilization.In the ongoing preparation of territorial and spatial planning,resource and environmental carrying capacity and territorial and spatial development suitability evaluation(ie "double evaluation")are both the cornerstone and prerequisite of spatial planning,providing a scientific basis for the compilation of territorial and spatial planning.Therefore,carrying out the "double evaluation" work is of utmost importance to the optimization and adjustment of the territorial spatial layout and the construction of ecological civilization.By learning the basic theoretical knowledge of "double evaluation" and related case studies,this article takes Wanquan District of Zhangjiakou City,which is the two districts of the capital(capital water conservation functional area and ecological environment support area),as an example to conduct research.On the basis of the guidelines,based on the principles of ecological priority,scientificity,feasibility,and hierarchy,starting from the three perspectives of ecological protection,agricultural production,and urban construction,a “dual evaluation” indicator for the two capital districts based on the perspective of ecological civilization has been established.system.The construction of the evaluation index system makes the evaluation process shorter and provides a new evaluation idea.It integrates the evaluation indexes of the resource and environmental carrying capacity and the suitability of land and space development.Research and analysis to evaluate the suitability of Wanquan District under different functional directions.The evaluation results show that:(1)The importance of ecological protection in Wanquan District is divided into three levels: III,IV,and V,and the overall level is relatively high.The three levels of importance of ecological protection are distributed in almost every evaluation unit,but the distribution characteristics of each evaluation level are relatively scattered,and there is no obvious agglomeration feature.The overall distribution of level V of ecological protection importance is in the south,north,and west of Wanquan District,Xiimalin Town,and Xuanpingbao Township in the east;the level of ecological protection importance is the highest in Wanquan District,accounting for 75.44%.They are distributed in all towns and villages of Wanquan District,without obvious characteristics;the third level of ecological protection importance is distributed throughout Wanquan District,and the distribution is relatively scattered.Under the dual requirements of the construction of the capital’s two districts and the construction of national ecological civilization,Wanquan District must pay special attention to ecological protection.It is necessary to strengthen the protection of ecologically sensitive areas to meet special ecological protection requirements.(2)The agricultural production suitability grades of Wanquan District are divided into three grades: medium suitable,low suitable and unsuitable,and the overall level is low.The suitable grades for agricultural production are mainly distributed in Guoleizhuang Town,Jiubao Township,Kongjiazhuang Town,Anjiabao Township and Beishacheng Township;All townships in the district are distributed,accounting for 76.87% of the total area of Wanquan District;the suitability level of agricultural production is not suitable to be distributed in the whole area and scattered.The contradiction between the suitability of agricultural production and the importance of ecological protection is relatively obvious.It is necessary to rationally arrange the structure of agricultural production,adjust the development mode,and strive for the dual development of agricultural production and ecological protection.(3)The urban construction suitability grades of Wanquan District are divided into four grades: high suitable,medium suitable,low suitable and unsuitable,and the overall level is low.Those with high suitability grades for urban construction are generally distributed in Kongjiazhuang Town,where the central city is located,while Wanquan Town,Guoleizhuang Town,Xuanpingbao Township and Beishacheng Township are also distributed in smaller areas;The distribution characteristics of moderately suitable grades are shown as the surrounding distribution around high suitable areas;those with low suitability grades for urban construction are mainly distributed in the western,central and northern parts of Wanquan District,occupying the highest proportion of area at 67.55%;urban construction The distribution characteristics of areas with unsuitable suitability levels are relatively scattered,and distributed throughout the region,and are similar to the distribution characteristics of low-suitability areas for agricultural production.Kongjiazhuang Town,the central city of Wanquan District,and its surrounding areas have great potential for suitable construction and development.Construction and development of Kongjiazhuang Town and its surrounding areas can be carried out appropriately,taking advantage of the development of transportation and economy in the region,and optimizing the spatial layout.(4)The characteristics of the development and protection pattern of land space in Wanquan District generally show that the central,northern and northwestern parts of Wanquan District are ecological spaces,the southwest is agricultural space,and the southeast is urban space.Double suitable for ecological construction,double suitable for ecological agriculture,and multiple suitable land should be the focus of land space development and protection.It is also an inevitable trend in the future development of land space planning.Strengthen the guidance of agricultural space and urban space to concentrate around the central city,and at the same time with tourism Industry-related land should be appropriately clustered around the immovable cultural relics protection area,and the land space structure should be rationally arranged to improve the quality and efficiency of land space development.
