"Jincheng City Air Pollution Prevention And Control Regulations" Research Report On Implementation Effect

Protecting the ecological environment is to create a better life.In order to effectively support ecological environmental protection,Jincheng City passed the "Jincheng Air Pollution Prevention and Control Regulations" on August31,2018,which provides legislative guarantees for Jincheng City’s air pollution prevention and control.Since the implementation of the "Regulations" for two years,Jincheng City has achieved good results in all aspects of air pollution prevention and control.Especially in the year when the pollution prevention and control battle ends in 2020,Jincheng City’s comprehensive index improvement rate ranks first in the province,Jincheng City The comprehensive index of ambient air quality was 5.3,a year-on-year decrease of15.3%,and the improvement rate was the first in the province.It ranked 20 th among the 168 key cities in the country after exiting.The number of days with good quality increased by 59 days,and the number of days with heavy pollution decreased by 11 days,both ranking in Shanxi Province.First,it is the only city in the province where the concentration of six air pollutants is improved by more than 10%.However,in the process of implementing the Regulations,there are still some bottlenecks and constraints.In order to make the Regulations better play its due role,the implementation effects of the Regulations have been investigated.This article adopts the form of a research report and compares the chapter structure of the "Regulations on Air Pollution Prevention and Control of Jincheng City" to sort out the data obtained in the pollution prevention and control survey and use column charts,pie charts,tables,etc.to understand the "Regulations" more intuitively and clearly Pollution prevention and control work in Houjin City was implemented.Through this investigation,we found some problems reflected in the implementation,namely,the problem of structural pollution is more prominent,citizens are not actively involved in air pollution,inter-regional linkage is weak,and air pollution law enforcement and supervision are insufficient.In order to make the "Regulations" better regulate the prevention and control of air pollution,the author explored the factors restricting the implementation effect,such as insufficient understanding of air pollution prevention and control,lack of awareness of citizen ownership,weak law enforcement and supervision of air pollution,and insufficient depth of coordinated air pollution control.Several aspects affect the implementation effect of the "Regulations".Combining with the local reality of Jincheng,I tentatively proposed countermeasures to improve the implementation effect of the Regulations,that is,to improve ideological understanding and change governance methods;guide and encourage citizens to actively participate in the prevention and control of air pollution;comprehensively improve the effectiveness of law enforcement and supervision;construct consultations Mechanism and regional linkage governance mechanism.Let the "Regulations" really play a role in regulating air pollution prevention and control work,provide a good ecological environment for Jincheng,and ensure the smooth completion of Jincheng air pollution prevention and control work.From a long-term perspective,the "Regulations" must be continuously revised and improved in time based on actual conditions.For Jincheng’s air pollution prevention and control practices,the "Regulations" must continue to play a guiding role and provide for the healthy and green development of Jincheng in the new era.Guaranteed by the rule of law.
