| This study aims to evaluate the income-increasing effects and policy preferences of watershed farmers participating in ecological compensation in the Xin ’an River from the perspective of farmers. To evaluate the effect of increasing household income and the willingness of farmers to participate in ecological compensation policies.Firstly, based on the panel data at the county level, the Differences In Differences(DID)was used to evaluate the effect of ecological compensation policy on the increase of household income in the Xin’an River Basin.Secondly, based on the field survey data, the Choice Experiment method(CE)was used to analyze the preference of farmers to participate in the ecological compensation in the Xin ’an River Basin and the degree of their response to policy attributes, and the Agent Based Modeling(ABM)was used to simulate the decision-making of farmers’ participation in the ecological compensation policy in the Xin ’an River Basin under different policy scenarios. The main conclusions are as follows:(1)The study on the effect of ecological compensation policy in Xin ’an River on the increase of farmers’ income was conducted through the Differences In Differences(DID).The study found that the effect of ecological compensation policy on the increase of farmers’ income was not obvious, but it promoted farmers’ employment and rural industry transfer.(2)The Choice Experiment(CE)was used to analyze the farmers’ preferences for participating in the ecological compensation in the Xin ’an River Basin and the degree of their response to the policy attributes. The results showed that the farmers in the Xin ’an River Basin had no significant preference for class III water quality of agricultural water in the ecological compensation attributes, there is a significant positive preference for class I water quality,75% recovery rate of agricultural waste,80% recovery rate of agricultural waste,90% recovery rate of agricultural waste,3 years of compensation and 7 years of compensation; And had a significant negative preference for reasonable withdrawal from livestock and poultry breeding and equivalent compensation in kind.Secondly, from the perspective of farmers’ willingness to compensate for each attribute level of watershed ecological compensation policy, with or without the inclusion of individual characteristics of farmers,Farmers compensation of river basin ecological compensation policy’s attributes will strength are followed by agricultural waste, agricultural waste recovery of 80% 90%,the recovery of agricultural waste recovery rate 75%,class I water quality of water, the compensation for duration of 3 years, class III water quality of water, the compensation duration of 7 years, the equivalent physical compensation and Reasonable withdrawal from livestock and poultry breeding.(3)The change of farmers’ willingness to participate in policies under different watershed ecological compensation policy scenarios was analyzed by the Agent Based Modeling(ABM).It was found that both maintaining the current policy attribute level and implementing the policy attribute level that completely reduced farmers’ willingness to participate could only keep farmers’ willingness to participate at a stable level. However, implementing all the policy attributes to enhance farmers’ participation willingness can significantly improve their participation willingness.Comprehensive research and analysis above, this article concludes that Xin ’an river to river basin ecological compensation policy effect the influence of farmers’ income, and analyzed the farmers willingness to participate in ecological compensation policy to clear the coordination development path of Xin ’an river basin,to ecological compensation policies of sustainable development to provide pertinent Suggestions,in order to better promote the construction of ecological civilization and farmers’ welfare. |
