| As one of the important means to prevent safety accidents,the safety operating procedures have a significant effect on reducing accidents caused by human beings,helping to improve the level of safety production of enterprises,and at the same time playing a role in safety education and warning for employees,enhancing the safety awareness of enterprise employees.However,during the practice of many domestic enterprises,the author found that there were many problems in the original safety operating regulations of enterprises,which made it difficult to apply them effectively.In order to solve the above problems,further regulate the operating behavior of employees,to strengthen their attention to safety,and to reduce the incidence of accidents.,it is necessary to systematically study the safety operating procedures of enterprises and improve the quality of enterprise safety operating procedures.This article takes T Port Enterprise-E Company as the research background,aiming at the current situation of safety operating regulations of enterprises,JCC analysis method is used to analyze the differences between existing safety operating procedures and actual operations,and sort out the operation activities consistent with on-site operation.Based on the scientific principles of risk management,according to the purpose and scope of hazard identification,combined with the characteristics of enterprise production operations and the source of safety risks,the JHA analysis method and HAZOP analysis method are respectively selected to identify hazard sources for the operation behaviors of personnel involved in production and operation activities and the safety risks of operation activities themselves,and the combined JHA-HAZOP analysis method is proposed to build a technical route for operation hazard source identification,integrate and generate information tables of operation and related operation activities safety risks,hazard sources and control requirements,and provide basic information data for safety operation procedures.Design the content type of safety operating procedures that can effectively control the safety risks of production operations,and develop safety operating procedures based on JCC-JHA-HAZOP hazard identification results.On the basis of not omitting the safety risks involved in each operation activity and avoiding the excessive and complicated contents of safety operating procedures,according to the source characteristics of safety risks,the safety risks are classified,the similar safety risks are merged and extracted,and the length of safety operating procedures is shortened.At the same time,the comprehensive evaluation model combining entropy method and grey relational analysis is used to objectively determine the priority index of each safety risk in the hazard identification information table,highlight the key safety risks,and ignore the safety risks that employees can grasp through daily common sense.Further streamline the safety operating procedures,optimize the development mechanism of safety operating procedures,realize the real implementation of the safety operating procedures,and improve the safety management level of the enterprise.The safety operating procedures developed using this principle and method are scientific,systematic and feasible,and can be promoted and implemented by enterprises. |
