Adding expanded tobacco is one of the main measures to reduce the harmful components of cigarettes in China.Technical upgrading of dry-ice-expanded-tobacco line has been widely practiced in tobacco industries.In order to ensure the safety of upgrading construction and reduce physical casualties and property losses,this paper will construct a safety risk management framework of technical upgrading project by combining theoretical knowledge and industrial methods.The research includes the analysis of risk characteristics in the technical upgrading of dry-ice-expanded-tobacco line,such as those from technology process,features of each device and fire explosion.It also includes the safety evaluation principles of the technical upgrading,which based on laws,regulations and technical standards related to tobacco safety production from home and abroad.Principles of safety and risk management are used to identify and analyze the safety risk factors in project implementation.Checklist method and risk evaluation of the operating conditions are used to evaluate the safety risks and develop the risk response measures,which properly prevent and control safety risks in the upgrading process to ensure the overall project goals.The research conclusions show that there are four categories of risk factors in the technical upgrading project,namely,human risks,material risks,environment risks and management risks.Material and management risk factors are the critical risk factors.Response measures are taken to reduce risk probability and damage degree to ensure a safe project implementation and subsequent production operation.The research methods and conclusions of this dissertation will provide useful references to other technical upgrading projects of tobacco line in the tobacco industries. |
