Public Participation In The Implementation Of Municipal Solid Waste Classification Policy

With the rapid development of China’s economy,the deepening of urbanization process,the continuous improvement of population density and residents’ living standards,the quantity and types of urban domestic waste are also increasing.Unreasonable garbage storage,transportation and treatment methods have a continuous and serious adverse impact on people’s health and ecological environment governance.The traditional treatment methods of domestic waste are mainly landfill and incineration.With the increase of waste volume,the disadvantages of these two methods are gradually enlarged: on the one hand,the production speed of domestic waste has exceeded the limit of the traditional treatment method;on the other hand,landfill method needs to occupy more land resources,and incineration method will produce secondary pollution.Therefore,the rapid increase of domestic waste puts forward new requirements for the innovation of waste treatment methods.At present,the basic principle of domestic waste treatment in the world is "harmless,reduction and recycling".Garbage classification plays an important role in the process of "three modernizations" : first,it is conducive to the recovery of valuable recyclables from the garbage;second,it can reduce the amount of waste incineration treatment,thus reducing the pollution of garbage to the environment;third,it can reduce the amount of landfill garbage,thus reducing the amount of land occupied by landfill waste,and saving land resources.Therefore,garbage classification is the most basic and important link in the process of "three modernizations".Based on the theory of public participation ladder,this paper analyzes the reasons why public participation affects the efficiency of garbage classification policy implementation（i.e.the influencing factors of public participation in garbage classification）.Guided by the theory of social conflict,it is suggested that in the future policy design,we should base on promoting the public to form a consensus on the classification of domestic waste,so as to solve the problem of policy implementation decline,it is necessary to put forward some suggestions At the same time,referring to the specific operation mode of Japan and Germany,which have mature experience of foreign waste classification,this paper puts forward specific countermeasures and suggestions to improve the implementation effect of waste classification policy by stimulating and guiding public participation.
