Research On The Public Participation Of Municipal Solid Waste

The problem of municipal solid waste is one of the core issues of urban environmental governance in the perspective of public management.Judging from the main domain of discourse,the good governance of municipal solid waste requires the orderly participation of multiple entities.At present,the governance of urban garbage in China is dominated by government departments,and public participation is insufficient.The study of public participation in the process of municipal solid waste management is not only an inevitable requirement for improving the level of urban environmental governance,but also an important path for implementing the social governance pattern of common governance.On the basis of reviewing the research background and reviewing domestic and foreign research literature,this study sorts out relevant concepts and theories of public participation in the management of municipal solid waste,and analyzes the necessity and feasibility of public participation in municipal solid waste management.Based on the actual governance experience of Wuhan City,and through field interviews and questionnaire design,the public participation of urban municipal solid waste management in Wuhan was analyzed from four dimensions of participation willingness,participation channels,participation guarantee,and participation level.The study found that the lack of participation,lack of participation guarantee,and low participation are major problems in the process of public participation in the treatment of municipal solid waste.Public participation in internal collective action problems,imperfect laws and regulations,misplaced government propaganda,and inadequate social organization are the main reasons for urban waste management difficulties.This paper believes that the level of public participation in the process of urban waste management can be improved in four aspects: raising public awareness of participation,providing public participation protection,expanding participation networks,and building a network intelligence media participation platform.
