With the intensification of the contradiction between energy consumption,economic growth and environmental pollution,high quality development has become the main trend for economic development.Further promoting the low-carbon and green transformation in industries,transportation and other fields has become the development trend of the logistics industry.Green logistics is the core module in the high-quality development of logistics.Applying the concept of green and sustainable development to logistics activities is a good medicine to alleviate the rough development of logistics industry.At present,there are many limitations in the research on green logistics.In the overview and quantitative evaluation of green logistics,there are more qualitative research and less quantitative research;There are more micro logistics analysis and evaluation,and less research into the macro-economic system;The analysis on the influencing factors of green logistics is not thorough enough,which only stays in single factor regression analysis,and there is a lack of multi factor and multi angle systematic analysis.Therefore,how to accurately measure and analyze the development level of green logistics and the high-level growth path of green logistics has become an important research topic.The research can provide supporting evidence for regional green logistics efficiency and provide beneficial enlightenment for China’s green logistics practice.This study takes the green logistics of 30 provinces(municipalities and autonomous regions)as the main research object in China,evaluates their green logistics efficiency from 2012 to 2018,and explores the configuration path to improve the green logistics efficiency.Ordering and summarizing the relevant literature,we first gives a clear definition of the concept of "green logistics",introduces the efficiency evaluation methods,and constructs the efficiency evaluation index system of green logistics.Then,the super efficiency SBM model based on unexpected output is used to measure China’s green logistics efficiency from2012 to 2018.Then,based on the evaluation results of green logistics efficiency,fuzzy set qualitative comparative analysis is used to further explore the high-efficiency development path of green logistics from the national and regional perspectives.Research findings:The efficiency evaluation results from the national perspective show that China’s green logistics efficiency has shown a "W" fluctuation trend in recent years.From a regional perspective,the efficiency of green logistics is the highest in the Eastern region,second in the Middle region and last in the West region,which is consistent with the development difference model of regional economic development level.From a provincial perspective,the efficiency of green logistics varies greatly among provinces and cities,and the multilevel differentiation is serious.Shanghai,Hebei and Anhui are areas with high efficiency of green logistics,while Qinghai,Yunnan and Beijing have insufficient efficiency of green logistics.From the results of green logistics high efficiency configuration path,it is found that there are six forms of green logistics high efficiency configuration from the national perspective.According to the combination form of variables,it is divided into technical economy type,industry leading type,government intervention type and comprehensive high efficiency path.Among the four paths,the industrial environment is the core condition and exists frequently,that is,the industrial environment is the environmental factor that plays a key role in the development of green logistics.In the path of industry leading,there is an obvious substitution effect between technological innovation and industrial structure.In the path of technology economy,there is a substitution effect between the level of economic development and opening to the outside world.In the exploration of configuration path from the regional perspective,it is found that there are five efficient paths of green logistics in the eastern and central regions,and there is only one efficient path in the western region.The efficiency of the eastern region comes from the abundance of economic environment and good technological innovation environment,and tends to choose the configuration path of technological economy.The central region benefits from the high-quality industrial environment and technological environment,and tends to choose the path of industry leading,From the degree of case interpretation and the efficiency level of regional green logistics,the way of strong economic strength to bring high efficiency of green logistics is more stable.Finally,according to the research conclusion of the above configuration path analysis,based on the heterogeneity of regional development,this paper puts forward regional policy suggestions to improve the efficiency of regional green logistics.The eastern region will further expand its opening-up,increase the number of foreign enterprises and enhance R &D investment.Central China will increase regional investment in scientific and technological innovation,guide and optimize the layout of industrial structure,promote factor linkage and increase the proportion of secondary industry.Economic development in the western region takes the lead,while environmental regulation and industrial agglomeration rise later.
