Research On The Existing Problems And Countermeasures In The Implementation Of Safety Production Responsibility In L County

With the continuous development of my country’s social economy,various production and operation activities are gradually prosperous.Due to the low overall awareness of production safety in the early stage of society,production safety accidents frequently occur.In recent years,the Party and the government have put safety production in an important position,and have done a lot of work in terms of continuously improving the legislative system,innovating the supervision model,and increasing penalties.The national safety production work has achieved good results.However,at present,production safety accidents in my country are still frequent,and serious accidents still occur from time to time,causing serious social and economic losses.These accidents have largely exposed shortcomings such as the disjointed supervision of government departments,inadequate law enforcement inspections,and inadequate fulfillment of main responsibilities by enterprises.Production safety plays a vital role in social harmony and stability and economic development.Only by strictly implementing the responsibility for production safety,can production safety work be truly effective.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China clearly pointed out that the responsibility for safe production should be implemented,so how to promote the implementation of the responsibility for safe production has become a key issue that should be studied at present.As a county-level city in an economically underdeveloped area in Northeast China,L County is at the end of the chain of safety production work.The degree of safety production work is directly related to the vital interests and happy life index of the people at the grassroots level.In the implementation of safety production responsibilities,there are factors such as institutional mechanisms,personnel quality,technical level,capital investment,etc.,and there are common and characteristic problems faced by county-level cities,such as township（street）leading cadres,enterprises and safety supervisors.The current situation is that the responsibility for safety production is not in place,the responsibility for safety production supervision of functional departments is unclear and the information is not smooth,the level of law enforcement by safety supervisors is not high,and the supervision and inspection of the implementation of safety production responsibilities are insufficient.The root cause is due to the lack of ideological understanding of township（street）leading cadres,unclear regulations on work safety responsibilities of functional departments and insufficient cooperation,misplaced understanding of the main responsibility of work safety by enterprises,insufficient business training of law enforcement teams,lack of professional talents,and basic guarantees Weakness and unsound supervision and inspection mechanism have led to these phenomena.According to the regional characteristics,on the basis of summarizing the existing research theories and achievements at home and abroad,and drawing on the experience and practice of the implementation of safety production responsibilities in some areas in China,optimization suggestions are put forward from five aspects: First,strengthen the responsibility of leading cadres in township（street）for production safety.Implement list management.Formulate the list of responsibilities of township（street）leading cadres,cadre task list and duty performance training list,so as to promote township（street）leading cadres to implement safety production responsibilities;The second is to refine the supervision responsibilities of functional departments and strengthen collaboration and information sharing.Formulate the supervision responsibility manual of functional departments,establish and improve the multi-department joint supervision mechanism and the consultation and information sharing mechanism,so that the supervision responsibilities of functional departments are clear and form a joint supervision force;The third is to promote enterprises to fulfill the main responsibility for production safety.Through in-depth enterprises to carry out normalized safety production guidance service activities and main responsibility training activities,strengthen safety production supervision and law enforcement,and improve enterprises’ consciousness of fulfilling the main responsibility of safety production;The fourth is to establish and improve the relevant working mechanism for the implementation of safety production responsibilities.Establish a work safety monitoring mechanism,a notification mechanism and a performance appraisal mechanism to promote the implementation of safety production responsibilities from a system perspective;The fifth is to strengthen the construction of safety production supervision personnel.Actively introduce professional talents,strengthen the safety production business training of law enforcement inspectors,improve the treatment of supervisors,equip law enforcement equipment,and improve the county’s safety supervision and law enforcement level.
