Research On Government Supervision Of Safety Prodaction In Inner Mongalia

In the report to the 20 th National Congress of the CPC,"Putting People first" is fundamental to the implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.The Inner Mongolia Autonomous Region adheres to the development philosophy of "People first,Life first",and constantly strengthens the performance of governments supervision in production safety,so as to provide a safe and stable environment for the high-quality economic development in the region.In 2022,the total number of production safety accidents,major accidents and industrial,mining and trade accidents all decreased to varying degrees.However,in terms of specific causes of accidents,problems such as neglected supervision,inadequate performance of enterprises’ production safety responsibility,and ineffective effect of public and social participation in supervision...still exist.This paper studies the government’s supervision duty in safety production in Inner Mongolia Autonomous Region during the time of institutional reform,making statistics on production safety accidents in Inner Mongolia Autonomous Region from2018 to 2022 and analyzing the causes of 12 typical production safety accidents from2019 to 2022,thereby summarize 16 reasons.Considering the current situation of supervision mode and measures adopted in Inner Mongolia Autonomous Region,it is found that the government and its related departments have many problems in supervision,management and administrative law enforcement,failing in supervising enterprises’ performance of production safety responsibilities as well as in orientating public participation in supervision.The underlying reasons are low awareness of production safety and poor execution in supervision.Therefore,on the basis of learning from advanced experience at home and abroad,three aspects including government supervision and law enforcement,urging enterprises to perform the main responsibility,orientating multi-subject participation are considered to propose to improve the cooperation of supervision departments,fill up spaces the professional personnel of supervision and law enforcement,promote the informatization and technicalization of production safety,strengthen the supervision on the execution of entrusted units,urge enterprises to perform specific responsibilities,standardize safety management,normalize safety prevention,institutionalize safety investment,improve third-party technical services,promote the grid of grass-roots safety personnel,improve the public awareness of safety production and other 12 specific suggestions in order to further strengthen the implementation of the supervision responsibility of the Inner Mongolia government.The Inner Mongolia Autonomous Region adheres to the development concept of " people first and life first," and continuously strengthens the implementation of government supervision responsibility and enterprise main responsibility in safety production,so as to provide a safe and stable environment for the high-quality economic development of the whole region.In 2022,the total number of production safety accidents,major accidents and industrial,mining and commercial accidents in the whole region decreased to varying degrees.However,from the specific reasons for the accidents,there are still some problems,such as loose supervision,inadequate implementation of the main responsibility of safety production by enterprises,and insignificant effect of public and social participation in supervision.
