In 2021,the National Development and Reform Commission and other 21 departments issued the national basic public service standards,to meet the people’s growing needs for a better life as the fundamental purpose,focus on the people most concerned about the most direct most realistic interests,clear government out of basic public service scope and standard,for governments at all levels and the people enjoy the corresponding rights to provide important basis.At present,the principal contradiction in Chinese society has turned into that between unbalanced and inadequate development and the people’s ever-growing needs for a better life.Environment and resource protection are the booster of the people’s better life,but the current environment and resource protection Protecting development is facing a new era,a new situation and a new requirement.Ecological restoration is one of the government’s responsibility in the field of environmental and resource protection,the
