Research On Multi-financing Mode Of Medical-nursing Combined Institutional Care In China

Under current circumstances such as population aging,disability,Weakening family care and insatiable demand of current situation of old-age car for,a new endowment mode combined medical and pension is gradually coming out into people’s vision.The endowment mode integrating medical resources with pension resources,shares the resource and complements each other advantages.The endowment mode not only can solve the lack of medical service for retirement organization but also can make up for the inadequacy long-term care of medical institutions.But now under the medical raise pension institutions,medical insurance fund became the only source of the operation expenditure for retirement institutions carrying out the combination of medical and pension,which will undoubtedly bring medical insurance fund great pressure.therefore,we should build a diversified financing mode of new endowment mode,broaden the channels for pension services,and realize the goal that everyone will have access to health services.In this paper,based on the social background of population aging and aggravating disability,and present situation combining single financing mode with inadequacy demand for the aged service.From the following several parts,the diversified financing mode based on a combination of medical and pension,are mainly studied:(1)to analysis and research significance of establishing the diversified financing model,and to define the related concepts,to use reasonable theory as a foundation.(2)to analysis related views of financing patterns for home and abroad scholars.(3)to predict the future of elderly population in our country and forecast thefuture the elderly population of disability in the urban areas by using the sixth census data,the certain disability rate and Logistic model,and to analyze the current needs of the old man through the empirical investigation.(4)to analyze financing mode of institutions combined medical and pension abroad,and to summarize the relevant experience.(5)on the basis of our country’s reality and comprehensive analyses of financing modes in the western developed countries,to put forward the our country endowment of pluralistic financing plan from the government,market,society and individual four financing body,and aimed at the four subjects,to design the specific schemes of diversified financing mode from the government fiscal and taxation support,enterprise financing,insurance,fund,social donations and individual pay cost,respectively and to analysis the feasibility of the scheme.(6)to put forward relevant countermeasures and suggestions from two aspects including the problems existing in the financing mode and the factors influencing plan.In this paper,on the basis of investigation,analyses,and the experience of the western developed countries,a diversified financing scheme suitable for China’s endowment is strived to build,and its feasibility is illustrated from national policy and the model measurement.Finally,long-term care insurance explore to establish system through the relevant laws and regulations,playing government leading role,strengthening support of the fiscal and taxation,encourage participation of multiple subject.
