Research On The Problems Of Long-term Care Services For The Disabled Elderly In The Aged Care Institutions In Hefei City

During the "14th Five-Year Plan" period,my country’s aging degree will be very serious.with the aging population increasing to 300 million and the disabled elderly exceeding 40 million.Therefore,it is urgent to solve the problem of insufficient long-term care services for disabled elderly.Since 2016,Hefei has been designated as a pilot area for the integration of medical and elderly care.After nearly five years of pilot reforms,Hefei has formed a relatively stable model for the integration of medical and elderly care and promoted demonstration projects for the integration of medical and elderly care.Achieved initial results.China pointed out in the 2019 government report that the pilot program of long-term care insurance will be expanded to 49 cities,The launch of the pilot work of long-term care insurance will help the disabled elderly in medical and elderly care institutions to get better long-term care.As the capital of Anhui Province,Hefei is also facing the pressure of an aging population,disability and dementia,and the lack of long-term care for the empty-nest elderly.Therefore,this article starts from the representative medical care and elderly care institutions in Hefei,and studies the number of people staying in the institutions.The status quo of long-term care services for the disabled elderly,proposes corresponding solutions to the shortcomings,and also provides suggestions for the promotion of the long-term care insurance system.This article principally forms the theoretical framework of this article by consulting the literature on the integrated medical care and elderly care institutions and disabled elderly care,combining social support theory,welfare pluralism theory and social holistic theory,and through field interviews and comparative analysis.Methods: To investigate the current status of long-term care services for the disabled elderly in Jing’an Nursing Garden and Zhenya Elderly Apartment,which are representative institutions of integrated medical care and elderly care in Hefei.The study found that the nowaday long-term care service model for disabled elderly in Hefei integrated medical care and elderly care institutions is diversified and living conditions are better.Basically,they are equipped with infirmaries and corresponding nursing staff.However,the relevant departments have multiple managements in the supervision of integrated medical and elderly care institutions,the resources enjoyed by different long-term care service institutions are unbalanced,the long-term care service supply and demand matching of the elderly care institutions is low,the medical care content of the elderly care institutions is not comprehensive enough,and the medical care is integrated.The elderly care institutions do not reflect the regional characteristics.Therefore,we put forward targeted suggestions from improving relevant pension policies,cultivating a good long-term care service team,and strengthening the integration of resources in medical and pension institutions.Improve the long-term care of disabled elderly in medical care and elderly care institutions,so that the elderly can enjoy their old age better and realize their own value.
