In recent years,in order to deepen the reform of the medical and health system,the state has issued a policy: separation of medicine and gradual elimination of drug markup.The evaluation of public hospitals is more about whether they play the role of public welfare.The performance evaluation of public hospitals should also be more public welfare oriented.The performance distribution of medical staff should not be linked with the income of health materials,drugs,laboratory tests,inspections,etc.,so that public hospitals should play their due social responsibilities.The state has also issued a series of documents to carry out the performance appraisal of three-level public hospitals nationwide,and plans to establish a relatively perfect performance appraisal system in2020.The state hopes to implement the public welfare orientation of its three-level public hospitals through the construction of performance appraisal system,standardize the internal process management of public hospitals,improve the level and efficiency of medical services,reduce the medical burden of patients,effectively solve the problem of difficult and expensive medical treatment,and turn the profit-seeking behavior of threelevel public hospitals.As a relatively advanced management tool,balanced scorecard has achieved good results in the performance appraisal of foreign hospitals and some domestic hospitals.Therefore,this paper takes f hospital as an example,first of all,through questionnaire survey and data access to understand the existing performance appraisal system of F hospital,and analyze the shortcomings of its existing appraisal system according to the situation.Then through combing and reading the relevant literature at home and abroad,referring to the experience of successful application of Balanced Scorecard at home and abroad,starting from the reality of F hospital,using SWOT analysis to decompose the organizational objectives of F hospital layer by layer,f,and using Delphi method and AHP Methods the index and weight of each level were determined,and a set of performance evaluation system for hospital level of F hospital was established.
