In order to solve the people’s livelihood problem of "difficult and expensive medical treatment",the government has continuously expanded the breadth and depth of medical and health system reform,and implemented a series of medical policies such as abolishing drug and material bonuses,and medical insurance implementing payment based on disease points.Under such a medical background,how to find a performance appraisal system that not only guarantees the public welfare of the hospital,but also maintains the benign development of the clinical departments of the hospital,based on the development direction of the new medical reform,is the performance direction of development public hospitals.On the basis of summarizing relevant domestic and foreign literature,this paper selects the clinical department of A hospital of a public tertiary hospital as an example,and conducts research through field visits,questionnaire surveys and other forms,focusing on analyzing the existing problems in the current A hospital’s performance appraisal program.Demonstrate the necessity of using the balanced scorecard theory to establish a clinical department performance appraisal system.According to the hospital’s vision and strategic goals,starting from the four core dimensions of finance,patients,internal processes,learning and growth,the expert consultation method and the analytic hierarchy process are used to determine the assessment indicators and weights,and a set of balanced scorecard-based The clinical department performance appraisal system.Finally,the application effect of the system is evaluated,and how to promote the implementation of the system in the clinical department of Hospital A is proposed.The balanced scorecard performance appraisal system of the clinical department of A hospital designed in this paper has the characteristics of wide dimensions and strong operability.It fully considers the balance of financial indicators and non-financial indicators,and is more in line with the actual development of public hospitals.The research results show that the setting of the system indicators is close to the strategic goals of Hospital A,which is conducive to guiding clinical departments to return to the goals of non-profit organizations,continuously improving medical standards and operational efficiency,and further achieving the unity of overall hospital benefits,staff development and patient benefits,To promote the stable and sustainable development of the hospital.
