With the high prevalence of HIV infection/AIDS in some regions and some specific groups in China,the traditional government-mandatory administrative methods have proven to be unable to effectively control the AIDS epidemic,and government failure has also occurred in the field of AIDS prevention and control.For-profit organizations(hereinafter referred to as NPOs)are playing an increasingly important role in the prevention and treatment of AIDS.At the same time,the non-profit organization(NPO for short)has gradually made up for the negative effects of government failure in the prevention and treatment of AIDS,but it is limited by our incomplete system construction and some reasons of the non-profit organization itself,the huge potential of NPOs themselves is far from being effectively played in the field of AIDS prevention and control.This article analyzes the development status and existing problems of NPO in Guangdong Province,and explores the different modes of NPO participation in AIDS prevention and control in Guangdong Province,as well as the causes and between government and society.Empirical analysis shows that NPOs with strong professional capabilities in the field of AIDS prevention and control are difficult to be replaced in the field of AIDS prevention and control,and have competitive advantages,but its advantages also limit their opportunities for cross-regional development,and eventually form interdependence relationship with the government.Without a clear professional division of labor,NPOs that lack intensive cultivation and expertise in the inherent field are easily replaced in participating in AIDS prevention,are not competitive,are led by the government,and depend on the government.From the perspective of government system construction and policy support,it is suggested that the government needs:(1)the government to improve the registration system for NPO cultivation;(2)improve the tax reduction and exemption policy;(3)Support relevant professional development of education needed for NPO development;(4)Strengthen public opinion and policy guidance to expand the survival space of grassroots NPOs for AIDS prevention and control;(5)Strengthen international exchange and learn from foreign advanced concepts;(6)Increase technical support to NPO and strengthen itscapacity building.From the perspective of NPO’s own construction,it is recommended that NPOs need:(1)NPO perfects its own organization and management;(2)expands the business field and refines development to form its own characteristics and innovation;(3)Improves the volunteer management system;(4)Change the fundraising concept and improve the fundraising ability of the organization;(5)Strengthen NPO’s propaganda ability and enhance the credibility of NPO.Only when the government and NPOs support each other and give play to their complementary advantages,can they enhance the effectiveness of achieving and promoting NPO participation in HIV.
