The Construction And Empirical Research On Evaluation Indexes For Public Health Emergencies Response Capability Of Traditional Chinese Medicine Hospital

ObjectivesAn evaluation index system for public health emergency response capability of Traditional Chinese Medicine(TCM)hospital was constructed based on the relevant theory and literature,to direct the construction of public health emergency response capability.According to the evaluation index system,the questionnaire of TCM hospital’s public health emergency capability was prepared to catty out a quantitative evaluation,and to analyze the current situation and shortage of TCM hospital’s public health emergency capability.Based on the analysis,we proposed some the strategy to improve the public health emergency capability of TCM hospitals,so as to further strengthen the public health emergency response system in China.Methods1.literature research method:the literature research method was adopted to review the relevant literature and policy to conclude the core elements of the emergency capability of TCM hospital,and construct the initial framework of the evaluation index system based on the 4R crisis management theory.2.Delphi method:the experts in related fields were invited to conduct two rounds of the expert consultation on the initial framework of the evaluation index system,and determine the final evaluation index system for the response ability of TCM hospital for public health emergencies.3.Analytic Hierarchy Process(AHP):the AHP was used to calculate the index weight of the evaluation index system.4.Questionnaire method:according to the evaluation index system constructed in the early stage,a questionnaire was prepared to investigate the emergency response capacity of traditional Chinese medicine hospitals in Jiangxi province.5.Statistical analysis:descriptive analysis,quartile,independent sample t-test,and other statistical analysis methods were used to analyze the current situation and deficiencies of TCM hospital’s emergency response capability.Results1.The core elements of TCM hospital’s emergency response capability were concluded to 12 items,including emergency system and organization cooperation,disease monitoring and warning system,emergency plan and training exercise,etc.2.The evaluation index system for the response capability of TCM hospitals for public health emergencies was constructed.Based on the 4R crisis management theory and crisis life cycle theory,the evaluation index system for the emergency response capability of TCM hospital was proposed and constructed.After two rounds of expert consultation and the AHP method,the evaluation index system and its weights were finally determined,including 4 first-level indicators,second-level indicators,and 45 third-level indicators,and the reliability and validity test showed that were within a reasonable range.3.An empirical study on the evaluation model of the emergency response capability of TCM hospitals.The results show that the emergency response capacity of TCM hospital in JX province only reached 69.77%of the ideal capability.The scores of reduction,preparation,response,and recovery were 0.731,0.779,0.478,and 0.740,respectively.4.The strategies to improve the emergency response ability of TCM hospital was proposed.According to the evaluation results,the improvement strategies are put forward from the government level,and TCM hospitals level.ConclusionThe evaluation index system of TCM hospital’s public health emergency response capability constructed in this study is highly reliable and reasonable and can be used as a basis for evaluating the emergency response capabilities of TCM hospital.According to the empirical research,the TCM hospital in Jiangxi province had a certain ability to cope with public health emergencies,and the third-level TCM hospitals and the TCM hospitals with emergency rescue experience have stronger emergency response capabilities.However,the TCM hospital still needs to be further strengthened in terms of the emergency-related departments,the structure of emergency personnel,and the treatment facilities and equipment of emergency medical.Due to the limitation of time and conditions,the number of experts in traditional Chinese emergency consulted in this research may not be enough,and the empirical research is only carried out in a certain province.In the following research,authoritative and representative experts in traditional Chinese emergency will be added.Based on the current research,we will further improve the evaluation index system and extend the sample hospitals to a national scale.
