China’s basic medical insurance is an important part of the social security system,and a good medical insurance system plays a certain role in promoting residents’ consumption.In January 2016,China formally issued documents,integration of the basic medical insurance for urban residents and the new rural cooperative medical insurance,integrating the basic medical insurance for urban and rural residents,the two planted after the integration of urban and rural residents health condition the influence of middle-aged and old groups consumption in China has the profound theoretical significance and practical significance,and is able to improve the urban and rural medical insurance system are proposed.The research subject of this paper is the basic medical insurance for urban and rural residents after the integration of "urban residents’ medical insurance" and "new rural cooperative medical care".Consumption is one of the "three carriages" that drive economic growth.However,in recent years,especially in 2020,the driving effect of consumption on China’s GDP growth shows a declining trend.How to expand domestic demand,promote consumption and better play the driving role of consumption on GDP growth has become a key issue of concern in China.As an important part of the population,the middle-aged and elderly groups have huge consumption potential,so how to drive the consumption of these people needs to be paid attention to and considered.To explore urban and rural residents health condition of the elderly consumption in China,this article has carried on the theoretical analysis and empirical analysis,using CHARLS,2013,2015 and 2018 the third phase of panel data,using the double difference method(DID),and tend to score matching(PSM)method for the empirical analysis,and according to gender and age group heterogeneity inspection,finally get the following conclusions: first,to participate in urban and rural residents medical insurance can reduce the original "new farming close" ginseng protect people’s medical consumption and increase the non-medical consumption;Second,participating in urban and rural residents’ medical insurance can reduce the consumption of the original "urban residents’ medical insurance" participants;Third,participating in urban and rural residents’ medical insurance can reduce the medical consumption of people under 60 years old;Fourth,participation in medical insurance for urban and rural residents can reduce men’s medical consumption and increase women’s non-medical consumption.In other words,it proves that the improvement of medical security level brought by the pooling of urban and rural medical insurance in China is helpful to reduce the medical burden of the majority of residents,thus reducing their medical consumption.However,relying on the medical insurance system alone is not enough to drive the continuous growth of consumption.To promote the consumption of residents,especially the consumption of middle-aged and elderly groups,we must rely on the strength of all aspects of the country.Finally,this paper also puts forward some policy suggestions for China’s urban and rural residents’ medical insurance system.First,further improve the insurance pooling level and security level of urban and rural residents’ medical insurance.Second,the medical insurance policy for urban and rural residents is inclined to middle-aged and elderly groups;Third,improve and innovate the existing medical insurance policies;Fourth,further strengthen the supervision of medical drugs and funds;Fifth,lower the barriers to access to health care.
