| Along with deepening of China’s medical reform project,the medical and health system change with the truth that people’s living standards and demand for health are increasing,leading to the fierce competition among public hospitals.Therefore,it is important for public hospitals to provide people with satisfactory and high-quality medical services while enhancing their core competitiveness,and the hospital performance management system came into being.Scientific and reasonable performance management can measure the value of medical workers,increase the enthusiasm of medical workers,and respect labor and ability,thereby enhancing the relationship between doctors and patients and improving the overall economic level of the hospital.Hospital performance management should set performance appraisal indicators according to the overall development direction of the hospital,formulate scientific and reasonable appraisal plans,and use performance appraisal results as an important index basis for performance management.At present,public hospitals implement total budget control,and implement secondary distribution of departments according to the income of different departments to carry out comprehensive target control.The traditional performance management model has not played a positive role in promoting the social benefits of the hospital,the realization of public welfare and the stimulation of the vitality of the hospital,let alone the realization of the performance strategic goals.In this context,research on hospital performance management has practical application value and theoretical significance.This thesis selects A Hospital of Changchun as a case study on performance management optimization.First,combined with the state of the arts and research results of hospital performance management in China and abroad,under the guidance of performance management,income distribution and other theories,we analyze the reasons for the problems existing in the current hospital performance management system.Combining with the traditional Chinese medicine background of Hospital A and the urgent requirements for the reform of the medical system that public hospitals are facing today,we find out the core issues facing Changchun Hospital A’s performance management optimization,and put forward suggestions for further improving and optimizing the performance management system of Changchun Hospital and the guarantee conditions for maintaining the normal operation of the performance management of the hospital,besides,we also pointed out that the reform of the performance distribution system will provide a backstage guarantee for the smooth implementation of the Changchun A Hospital as a reform pilot work in Jilin Province.We believe it will strengthen economic strength,increase social influence,and stimulate internal vitality for its future development and set a model for other public hospitals.I participated in the whole process of formulating the performance management optimization plan for Changchun A Hospital.After the completion of this thesis,the performance management optimization program has just entered the implementation stage,lacking practical inspection and time verification,there must be some shortcomings,which need to be discovered,solved and continuously improved in future work. |
