The constant depth of the new medical and health system reform steadily promotes the development of the various comprehensive reforms related to public hospitals.In order to promote the reform of public hospitals,improve the operation mechanism of public hospitals,increase the efficiency of public hospital services and maintain the public welfare of public hospitals,at the national level,performance evaluation for three-level public hospitals are carried out,which hopes that break the profit-seeking mechanism of public hospitals supported by performance assessment,improve the governance capability of public hospitals and improve the efficiency of medical staff.Under this situation,more and more public hospitals begin to think about in-hospital performance evaluation.Through hospital evaluation and self-evaluation,they gradually conform to national performance appraisal standards.This study,under above reasons,plans to explore the performance evaluation index system applicable to public hospitals under the background of public hospital reform and consider the public welfare,efficiency,and sustainability of public hospitals.According to the domestic and international literature,this study summary the concepts and theories related to performance appraisal in public hospitals.A three-level public hospital(F hospital),which is in the Wuhan of Hubei Province,is selected as the research object to a field survey and interview.Taking the optimized design for the performance evaluation index system in this hospital as an example,explore the performance evaluation index system applied for public hospitals in the context of public hospital reform.According to the existing performance evaluation index system of the hospital,this study optimizes the hospital performance evaluation index system for 2 times by literature analysis,group discussions,semi-structured interviews,expert consultation,and other scientific methods.This study determines the weight of each performance appraisal index by analytic hierarchy process,and compare the difference between the old and new index system,summarizing the advantages.Because the performance appraisal in this hospital takes the clinical departments as the unit,this study is mainly center on the performance evaluation index system of clinical departments.During the optimized process of the index system,this research always takes the public hospital reform and the public hospital performance appraisal related policy objective as the guiding ideology.Based on the above optimized process,this research has found some conclusions.The internal performance appraisal of public hospitals is changing.The public hospitals need various supports to set the performance evaluation index system.It is more effective that different clinical departments adopt different performance evaluation index systems.The criterion of case history writing is important for medical quality control.According to these findings,this study gives some suggestions on setting a public hospital performance evaluation index system under the background of public hospital reform.This study hopes that it can help other hospitals better understand on the reconstruction of the performance appraisal index system in public hospitals and help public hospital performance management become better.
