The Research Of Medical Assistance

Medical assistance is an important part of the medical security system and an important measure to protect the basic medical rights and interests of the people in need.It plays a positive role in helping out of poverty,preventing “poverty caused by illness” and“returning to poverty due to illness”.The improvement and perfection of medical assistance can not only improve the multi-level medical security system,but also fully connect the medical insurance and the serious illness insurance system,effectively reduce the burden of medical expenses of the people in need,achieve the goal of medical care,increase the quality of people’s life and health,guarantee the realization of human rights and basic medical rights of citizens,and promote social equity.Taking the medical insurance as the carrier,Z City has tried to implement medical assistance to the people in need since 2005.In more than 15 years of exploration and practice,it has always adhered to the basic principle of “government leading and social participation”,and established a medical assistance system with “premium assistance,real-time assistance and special assistance” as the main.Through the empirical study of medical assistance in Z City,this paper takes the operation of medical assistance in recent years as the research object,obtains the data of residents’ awareness,participation and satisfaction of medical assistance,and finds out the exploration and development of medical assistance in Z City.To find out the existing problems of medical assistance in Z City,such as imperfect system,low management level of management department,the work of designated medical institutions is not in place,fund management is not standardized,residents’ low degree of knowledge,residents’ participation and satisfaction are not high.To explore the causes of these problems,mainly including the lack of clear target positioning of medical assistance,information construction is not in place,the management of designated medical institutions is not in place,the construction of professional talent team is not paid attention to,the lack of perfect rescue fund management and supervision system,and the lack of government publicity.Combined with the problems and reasons,my paper proposes some suggestions,which are not only in line with the actual situation of medical assistance in Z City,but also in line with the economic and social development level and financial affordability of Z City;Speed up the information construction;Strengthen the management of designated medical institutions;enhance the professional talent team;Strengthen fund management and supervision;Strengthen publicity,etc.It is expected that this study can help the development of medical assistance in Z City,further improve and perfect the medical security system in Z City,effectively reduce the burden of medical expenses of people in need,and protect the basic medical rights and interests of the masses.At the same time,it can also provide some theoretical and practical reference value for the pilot and promotion of medical assistance in other areas.
