| On February 25,2021,my country officially announced that it had achieved a complete victory in the fight against absolute poverty and completed the arduous task of eradicating absolute poverty.In the classification of poverty,in addition to absolute poverty,there is also relative poverty.Although the era of absolute poverty has become a thing of the past,relative poverty will always exist.Therefore,the research on relative poverty is in line with the current development of the times.Among the many causes of poverty,disease is one of the most important factors.The promulgation of the major illness insurance system for urban and rural residents is based on the basic medical insurance system for social residents.It aims to expand the degree of medical protection for residents,relieve the pressure of high medical expenses brought by major diseases to residents,and help further improve social medical security.The coverage and degree of protection.Since the introduction of the major illness insurance policy for urban and rural residents in 2012,and the pilot projects across the country in 2013,major illness insurance has played a role in poverty alleviation work,and has achieved good results in solving poverty problems caused by diseases.In the process of solving absolute poverty,critical illness insurance has played a certain role.Can it continue to play a better role in the relative poverty that will be the focus of attention next?Therefore,this article will start from the perspective of major illness insurance policies for urban and rural residents,analyze the logic of the interaction between major illness insurance and relative poverty,and study the impact of major illness insurance on the governance of relative poverty.This paper uses the data on the major illness insurance policies of urban and rural residents published on the official websites of various city governments and the survey data in 2013 and 2017 in the China Household Finance Survey(CHFS)database to conduct an empirical analysis and explore the following two issues:(1)The implementation of critical illness insurance for urban and rural residents has an impact on relative poverty,and regional grouping,income grouping,and health grouping are carried out to study the impact of this policy on relative poverty for different groups;(2)The setting of the critical illness insurance deductible line Determine the impact of certain differences on relative poverty,and group the thresholds to set dummy variables to analyze how the thresholds are located in different intervals will affect relative poverty.Based on qualitative analysis and quantitative research,this article draws the following conclusions:(1)The implementation of critical illness insurance has alleviated relative poverty to a certain extent;(2)When the policy is implemented in the central and western regions,the effect of alleviating relative poverty is better;(3)The implementation of this policy has a better effect on poverty alleviation for low-income groups;(4)The higher the threshold of critical illness insurance is set,the more serious the relative poverty.Based on this,this article discusses the deficiencies that exist in the treatment of relative poverty in major illness insurance for urban and rural residents,and puts forward certain suggestions on how to better manage relative poverty in major illness insurance policies for urban and rural residents,so as to make it more in line with my country’s society.development of. |
