Due to the increase of the demand for public medical resources year by year,the traditional outpatient service model has become increasingly unable to adapt to the actual operational requirements of public hospitals.In particular,the traditional outpatient treatment process is complicated and lengthy,which not only affects the improvement of the quality and efficiency of medical services in public hospitals,but also affects the experience of patients in the actual medical treatment process.The rapid development of information technology has also prompted the government to issue policy documents which require public hospitals to build smart hospitals around "Internet +",and transform the traditional medical treatment process of public hospitals with new information technology solution to improve the service quality and efficiency of public hospitals and serve patients better.This research uses a combination of quantitative research and qualitative research,and uses the process reengineering theory of the public management discipline as the theoretical foundation.First,it explains the core point of process reengineering,and summarizes the research status of smart clinic and outpatient process reengineering both at home and abroad by combing the previous research results;secondly,it uses the outpatient treatment process as an entry point to study the construction of smart outpatient clinics,introduces the current status of the outpatient treatment process of X public hospitals,sort out the existing problems in the outpatient treatment process of X public hospitals through the analysis of the outpatient treatment process,combination of the results of patient satisfaction surveys and expert interviews,mainly focus on: the complicated treatment process,long waiting time in each link,insufficient outpatient area and insufficient transportation,and analyze the reason.Thirdly,combined with the basic view of the process reengineering theory of "customer-centered and customer demand as the purpose of improvement" and the new medical reform "patient-centered" service philosophy,build smart clinic of X public hospital from four aspects: outpatient self-service construction,Internet hospital construction,remote consultation construction,regional medical conjoined system construction,which not only optimizes the traditional offline outpatient treatment process,but also fully integrates information technology and medical services,establish service models of online outpatient and remote consultation,and through patient satisfaction surveys and related Comparison of index data and preliminary evaluation of the effectiveness of the construction of smart clinics.Finally,combined with the construction history and current status of smart clinics in X hospital,suggestions are made from various aspects such as strengthening the construction of informational system,ensuring human,financial,and material security,strengthening multiparty cooperation with government departments,companies and enterprises,so as to provide guarantee for the construction of smart clinics in X public hospitals.The results of this study suggest that the construction of smart clinic in public hospitals based on the process reengineering theory can effectively optimize patients’ traditional outpatient procedures,innovate patient outpatient methods,to a certain extent,it alleviates the traditional outpatient "three longs and one short" phenomenon,and save the cost of medical treatment for patients;at the same time,smart clinics can also effectively improve the quality and efficiency of public hospitals,promote the rational distribution of social public medical resources,it is ultimately conducive to public hospitals to provide better quality medical services to patients and improve patients satisfaction.
