Medical and health institutions are the major components of medical resources,and are the foundation and necessary conditions to provide health services for the people.Since the Reform and Opening,great progress has been made in the development of China’s medical and health resources,the overall scale of medical and health institutions at all levels has increased rapidly,the software and hardware strength of the medical and health service system has been continuously improved.However,there are still some prominent contradictions in the allocation of medical resources in China,including the unbalanced development among regions,the heavy burden of financial subsidies,etc.Therefore,China officially launched a new round of medical and health system reform in 2009,and continued to deepen it during the 13th Five Year Plans,aiming to effectively solve the inconvenience and expense of medical treatment that people care about.As the focus of the party and the government,China has entered a deep-water and critical period of the medical and health reform.The success or failure of the"new medical reform"is related to the social stability and economic development of our country.As the capital city,Beijing plays an important role in the development of China’s medical and health system,and is an important pilot for the reform of the medical and health system in the new stage.Therefore,this study carries out systematic researches on the development of medical and health institutions and the allocation of medical resources in Beijing in recent years,analyzes the current situation of resource allocation,discusses the achievements and problems to be solved,and puts forward solutions,which provides a beneficial reference for improving medical institution development in China.In this study,data on the development of Beijing’s medical and health services from 2010 to 2018 were collected from relevant statistical yearbooks,medical and health bulletins,industrial statistical annual reports and other databases,including the number of medical and health institutions,scale,bed use,medical expenses,financial subsidies,number of patients,medical expenses and other information.By using the method of qualitative and quantitative research,through investigation and interview,literature review and quantitative analysis,this paper makes a deep study of the pressure of medical treatment and health resources in Beijing and the prominent problems reflected by the people in the process of medical treatment,and further discusses the development status and Prospect of medical treatment and health undertakings in Beijing.The results showed that during the 13th Five Year Plans,with the promotion of the reform of the medical and health system,the medical resources in Beijing developed rapidly,the government financial subsidies increased year by year,the number of medical and health institutions,the number of beds,and the ability to receive patients increased significantly,especially Traditional Chinese Medicine hospitals;the number of patients at all medical and health institutions continued to grow,the role of basic medical institutions became more prominent,the hierarchical diagnosis and treatment system achieved initial results;the drug expenditure of patients remained stable.But at the same time,there are still some problems to be solved,such as unbalanced development of medical and health institutions at all levels,unreasonable allocation of medical resources,coexistence of medical resources shortage and idle phenomenon,continuous increase of medical expenses in the process of patient treatment,excessive pressure of government financial subsidies,etc.The above problems should be the focus of medical and health system reform in the next stage.Take together,this project studies the development process of medical and health institutions in Beijing from 2010 to 2018,analyzes the characteristics of various data indicators,combines existing problems,and looks forward to the development trend,which provides a reference for the research and formulation of relevant policies in the future. |
