The issues of agriculture,rural areas and farmers are in the core and key position in China’s economic and social development strategy.According to the spirit of the No.1 central document in 2021,the work of "agriculture,rural areas and farmers" is still of extreme importance in the new development stage of China.We must not relax for a moment,and we must grasp the facts firmly.As an important part of China’s social security system,rural medical security system can help the steady development of Rural Revitalization Strategy,and it is an important grasp of the party and the government to do a good job in the "three rural" work.The implementation performance of rural medical security system is not only an important embodiment of the construction and development of rural medical security system,but also an important basis for its further optimization and improvement.Based on the data of China Family Panel Studies(CFPS)in 2010 and 2018,this paper uses psm-did model to investigate the institutional performance of rural medical security from two dimensions of health and relative poverty governance,and further analyzes the heterogeneity of rural health care system performance in different age and income groups.The results showed that:(1)the medical security system failed to significantly affect the self-evaluation health and chronic disease prevalence of rural residents;significantly improved the two week physical discomfort rate of rural residents.Heterogeneity analysis found that the rural medical security system has significantly improved the self-rated health of rural residents aged 16-34 by 23%,and the probability of chronic diseases also increased by 6.6%.For rural residents aged 35-54 and over 55 The health impact of the rural medical security system is not significant;the rural medical security system has no significant impact on the health of low-and high-income rural residents,which significantly increases the probability of two-week physical discomfort for middle-income rural residents by 13.7%,and significantly reduces the probability of suffering from chronic diseases by 11.8 %.(2)The rural medical security system has a good effect on the governance of relative poverty,which can significantly and steadily reduce the probability of rural residents falling into relative poverty.The heterogeneity analysis shows that the rural medical security system significantly reduces the probability of rural residents from 35 to 54 years old to fall into relative poverty,which has no significant impact on the two groups of rural residents aged 16-34 and over 55 years old;the probability of low-income rural residents falling into relative poverty is significantly increased by 17.1%,and the probability of middle and high-income rural residents falling into relative poverty is18.3% and 40.3%,respectively.Finally,According to the results of the empirical study,it is proposed that the rural medical security system should strengthen the control of moral hazard in advance;pay attention to the protection of disease prevention,outpatient service and medical rehabilitation;improve the design of the rural medical security system to meet the differentiated health care needs of different groups of people;improve the identification method of relative poverty of rural residents in a timely manner;and reasonably guide the financial development of rural residents We should actively promote the development of commercial medical insurance in rural areas,promote the efficient coordination and linkage of medical insurance,medical services and medical supply.
