Rising as the aging population of our country,the urbanization process of the gradual,community platform to become most of the elderly life,excavate potential of community health care and pension,for the elderly in the community to provide effective medical service,to alleviate the current pension pressure,improve the elderly happiness,has the extremely vital significance.Based on the investigation of the urban,suburban and rural elderly groups in J City,as well as the discussion with community workers and civil affairs staff,this paper understands the current development status of the community medical-care combination old-age service in J City,the pension needs of the community elderly group and the difficulties in implementing the policy of medical-care combination from the perspective of supply and demand.Further exploration of the existing problems and causes of J City’s community medical-care combination old-age service is beneficial to accelerate the process of J City’s medical-care combination,relieve the pressure of the community elderly group,make up for the medical shortcomings of the traditional pension model,and provide effective medical and old-age services for the community elderly.The results show that the main problems restricting the development of the community in J city in the combination of medical and old-age care services are as follows: insufficient medical and old-age care services,low consumption level;Single financing channels,shortage of medical and nursing personnel;Uneven medical and nursing resources,low integration utilization rate;Lack of effective supply,poor medical care;The rights and responsibilities of medical care are not clear,and the enterprise is not strong enough.To solve above problems,based on the theory of public goods and service chain theory,maslow’s hierarchy of needs theory,using the method of questionnaire investigation,discussion,and data analysis,combination of J city community medical raise pension service problem causes are analyzed,from J city urban,suburban and rural the questionnaire investigation of the three kinds of communities,the mining community elderly medical demand and supply bottlenecks,Sorted out relevant policy documents,learned about the current patterns and problems of integrating medical and nursing resources and providing services in communities with civil affairs and community staff,and found that The current community causes of these problems are mainly in J city residents medical conservative,practice lack of propaganda,the medical market lags behind,enterprise combining insufficiency,the medical information barriers has yet to get through,personality service limited,urban and rural medical resource allocation imbalance and medical policies and regulations is not perfect,there are multiple management,the problem such as evaluation criteria is not clear.Based on the analysis results,this paper combines the research results of medical and nursing care service at home and abroad,and draws on the experience and enlightenment of Beijing’s "Three-side and four-level" nearby community medical and nursing care service system,as well as the development of advanced medical and nursing care service in Shanghai,such as the construction of community health service center.At the same time,through the research and the similarity degree is higher in J city of Qingdao city community medical keep combining + wisdom pension mode,explore in J city community medical combined with the actual service type of pension,can combine with the medical community to raise replication model endowment service mode,aiming at existing problems further perfect J city community medical union pension service content and the operation mode,It focuses on the improvement of scientific medical and nursing concept publicity,strengthening policy support to activate social medical and nursing resources,using smart communities to break down information barriers,tapping potential medical and nursing demand to enhance effective supply,strengthening comprehensive supervision,and improving the medical and nursing system.By further alleviating the current pension pressure,promoting the process of medical and nursing services in China,efficiently activating the existing medical and nursing resources,improving the effective supply,providing diversified,professional,scientific and effective medical and nursing services for the elderly group,and improving the sense of happiness and gain of the elderly group.
