Population aging is accompanied by the delay of human aging,the progress of medical technology and the decline of birth rate and death rate.It is the objective result of human social and economic development,and it is also the basic national condition that China needs to face for a long time.The basic medical insurance for urban employees(hereinafter referred to as "medical insurance for employees")is an important part of China’s medical security system as an institutional arrangement to ensure the physical and mental health of employees,reduce the burden of medical treatment for employees and promote social harmony and stability.As the economic foundation of implementing the employee medical insurance system,the employee medical insurance fund(the same below)can achieve sustainable development,and the key lies in whether the revenue and expenditure can achieve a long-term balance.At present,the impact of the accelerated and in-depth development of the aging population on the medical insurance fund for employees is obvious from the east to the west.On the one hand,the scale of on-the-job paying employees is relatively reduced;on the other hand,the medical resources and medical expenses incurred by the increasingly large group of retired employees are continuously increasing;This has caused the income of employees’ medical insurance fund to tighten while the expenditure is rising.In the long run,it is not conducive to the sustainable financial development of employees’ medical insurance fund,which needs to be paid attention to and studied.This thesis takes Jiangxi Province as the research scope and adopts a combination of qualitative and quantitative research methods to explore the impact of population aging on the income and expenditure of the employee medical insurance fund.First of all,this thesis expounds the research background and research significance,combs the relevant topic literature of domestic and foreign scholars,introduces the core concepts and theoretical basis,and provides a solid theoretical basis for the research of the thesis.Secondly,this thesis analyzes the current situation of the aging population and the aging of employees’ medical insurance groups in Jiangxi Province,and explains the development process of Jiangxi Province’s employee medical insurance system and the current regulations of employee medical insurance funds,providing a detailed and realistic basis for empirical analysis.Thirdly,this thesis checked the relevant statistical yearbooks,sorted out the relevant data,and tested the impact of population aging on the income and expenditure of the employee medical insurance fund by selecting variables and establishing a regression model.During the "14th Five-Year Plan" period of the province,the population aging degree and the income and expenditure scale of the employee medical insurance fund were predicted,which provided reliable empirical support for the proposal of policy recommendations.Finally,based on the above research findings,this thesis puts forward specific policy recommendations to promote the sustainable development of Jiangxi Employee Medical Insurance Fund.Through research,this thesis finds that the population aging in Jiangxi Province has a significant positive impact on the income and expenditure of the employee medical insurance fund.Under the condition that other factors remain unchanged,each unit of population aging increases the income and expenditure of the employee medical insurance fund.would increase by 0.858 units and 3.244 units,respectively.In addition,during the "14th Five-Year Plan" period,the aging of the population in Jiangxi Province will further deepen,and the gap between the income and expenditure scale of the employee medical insurance fund will gradually narrow.In this regard,this thesis puts forward policy suggestions from three aspects:improving the collection and payment mechanism of the employee medical insurance fund,controlling the excessive growth of the employee medical insurance fund expenditure and strengthening the supervision and management of the employee medical insurance fund,mainly including delaying the retirement age of employees and exploring the payment policy of retired employees,expand the number of employees covered by medical insurance,improve the overall level of employee medical insurance,deepen the reform of medical insurance spending,implement health interventions for the elderly,improve the medical insurance fund supervision system and mechanism,and build an early warning mechanism for the sustainable development of employee medical insurance funds,etc.
