Shanghai Family Doctor Service Efficiency Study

With the development of China’s health care system reform,China launched a pilot project to promote family doctor services in 2011,and further implemented the“resident health gatekeeper”.Today,the implementation of this measure has been seven years.The implementation of the family doctor system in China has not only become the top priority in the reform of China’s primary health care system.To a certain extent,it has reduced the difficulty of seeing a doctor and expensive medical treatment.Problem burden.The 2016 National Health and Wellness Conference put forward the concept of “healthy China” in the “Healthy China 2030 Plan”,which is a timely response to the diversification of China’s current modern social health needs.In the same year,the National Health and Family Planning Commission and other seven departments jointly set a goal to extend the family doctor contracting service to all groups by 2020,and achieve full coverage of basic family doctor services.But what is the current development of family doctor services in China? How effective is the doctor’s service in the absence of general practitioners? How to improve the quality of family doctor services? These problems are worthy of consideration for experts,scholars,doctors and their contracted residents.Combining the above problems,the paper explores the problems in its development from the perspective of measuring the evaluation method of family doctor service efficiency.Based on the positioning of family doctor service content and function,this paper establishes the evaluation index system of family doctor service efficiency,uses data envelopment analysis to study the service efficiency of family doctors in Shanghai,and analyzes the problems existing in the service efficiency of family doctors in Shanghai.How to rationally allocate and integrate resources to improve the service efficiency of family doctors.Firstly,the paper introduces the background,significance and research methods of choosing family doctors’ service efficiency,and reviews the development of family doctor services at home and abroad,and sorts out the literature;expounds its theoretical basis and related concepts of DEA model and family The definition of doctorservice efficiency;combing the current situation of family doctor service development,from the evolution of family doctor service policy at home and abroad and the analysis of the development of foreign family doctors,to the development of family doctor services in Shanghai,according to Shanghai Songjiang District and Changning District Investigate the basic situation analysis;build a family doctor service efficiency index system,select and determine the input and output indicators,use the effective data obtained from the survey combined with the DEA model to measure the input and output utilization of the family doctor service team.According to the analysis,one of the 12 service stations surveyed is valid for DEA,11 service stations are non-DEA effective,and there are different levels of excess investment and insufficient output;according to the analysis of the problems of family doctor service efficiency,It is concluded that while Shanghai is vigorously promoting family doctors’ contracting services,it is suggested that by reducing the workload of working family doctors and improving salary and treatment,and improving the multi-party joint mechanism of enterprises,universities and government agencies,the utilization rate of input factors can be significantly improved.Achieve an overall improvement in the efficiency of family doctors’ services.
